About the position

Under broad supervision of County Administration, the Facilities Director is responsible for oversight of the County's facilities, related project management and procurement, planning and implementing programs, developing and administering department policies, managing budgets and financial activities, managing staff, daily operations, projects and research studies, and representing the Facilities department to County Administration, the Board of County Commissioners, and the public.

Responsibilities

  • Assess County needs and develop strategic objectives for operations in coordination with County Administration, the Board of Commissioners, elected officials, and department heads.
  • Provide analysis, oversight, and direction of county facilities by developing operational plans, implementing and overseeing programs, overseeing staff, establishing fiscal priorities, seeking funding, and reviewing work against defined program objectives.
  • Develop, negotiate, and manage vendor contracts and projects including monitoring progress to ensure timely fulfillment of agreements.
  • Manage the Facilities budget and fiscal activities to adequately fund services in an efficient manner and in compliance with Commission-approved budgets and applicable regulations.
  • Develop, administer and ensure compliance with policies and procedures, consult with staff, and research pertinent regulations.
  • Oversee facilities to implement county strategic objectives through short and long-range planning for facilities, grounds, and other resources needed to support County programs and initiatives.
  • Support the County regarding safety and risk management related to County buildings and grounds.
  • Oversee Facilities-related project management functions to ensure the County effectively plans, executes, and closes projects.
  • Plan, direct, or coordinate Facilities procurement to provide for the acquisition of goods and services in a cost effective and legally compliant manner.
  • Manage Facilities staff to support program operations and to attract and retain talent in compliance with employment law, county policy, and collective bargaining agreements.
  • Oversee County facilities, including but not limited to preventative maintenance programs, safety programs, heating, cooling, air ventilation, boiler maintenance, plumbing, electrical, lighting, structural, and mechanical systems.
  • Ensure facility signage, facility ADA inspections and compliance, Safety Data Sheets, personal protective equipment, safety training, safety equipment, OSHA compliance, lockout/tag out systems, etc are maintained.
  • Ensure inventories of tools, equipment, parts, etc. are maintained to ensure the availability of maintenance resources.

Requirements

  • Bachelor's Degree in Public Administration, Business Administration, Government, Computer Science, Engineering or a related field.
  • Five (5) years of experience directing and supervising maintenance activities and employees.
  • Knowledge in facility maintenance functions, risk management, and the ability to evaluate programs and implement new or revised procedures.
  • Strong understanding of ADA, Building Codes, Building Automation Systems, LP Boiler Operations, Hot Water Systems, HVAC operational logic, Commercial Plumbing, Door hardware, Access Control, Fire Protection Systems and Equipment Preventative Maintenance.

Nice-to-haves

  • Knowledge of budgeting and fiscal management, procurement, contract monitoring and evaluation, project management.
  • Knowledge in local government administration and operations, program development and administration, information technology and security systems.
