About The Position

Under the direction of the Section Manager, Small Purchases, the Facilities Buyer/Planner is responsible for procuring non-inventory MRO parts, supplies and services for Pace Divisions. Essential functions include developing, managing, and submitting bids with detailed scopes of work, ensuring full compliance with Federal Transit Administration (FTA) regulations, Pace requirements, and established procurement best practices. The role maintains consistent application of these standards across all blanket purchase agreements, blanket releases, and standard purchase orders. The Facilities Buyer/Planner provides comprehensive support to Buyer Planners throughout all stages of the inventoried parts procurement lifecycle, promoting accuracy, efficiency, and adherence to internal procedures. Additionally, the position reviews and administers blanket and term contracts for Small Purchases, including commodities such as brake lining, diesel fuel and fluids, various bus components, and service agreements. The role also investigates and resolves bid irregularities, contractor defaults, and procurement-related disputes in coordination with relevant stakeholders to ensure timely and compliant outcomes. Furthermore, the Facilities Buyer/Planner manages the procurement of both operating and capital-funded goods and services for multiple Pace facilities, assists in resolving invoice discrepancies and inventory backorders to ensure continuity of supply and accurate financial reporting, and reconciles purchase card transactions in accordance with organizational policies and accounting standards. The position prepares purchase orders and communicates award notifications to vendors following bid evaluations, performs procurement transactions utilizing Oracle ERP systems, ensuring data integrity and process efficiency, and performs additional related duties as assigned to support departmental and organizational objectives.

Requirements

  • Associate degree or equivalent work experience; bachelor's degree preferred.
  • Minimum of three years of experience in purchasing, materials planning, or related field.
  • Valid driver’s license with a safe driving record.
  • Proficient in computer use, including Microsoft Office applications and the Internet.
  • Familiarity with Oracle or similar ERP systems preferred.
  • Excellent written, verbal, and interpersonal communication skills.
