About The Position

The mission of the Compensation Board is to determine a reasonable budget for the participation of the Commonwealth toward the total cost of office operations for Constitutional Officers, and to assist those Officers and their staff through automation, training and other means, to improve efficiencies and to enhance the level of services provided to the citizens of Virginia. The position manages, plans, and organizes all responsibilities related to the audit and specified reporting functions of the Compensation Board, and conducts audits of data and financial compliance of local corrections facilities. Provides auditing services for the Compensation Board in accordance with standards promulgated by the American Institute of Certified Public Accounts, General Accounting Office and Statements of Auditing Standards. Reviews staff work papers and draft reports to verify accuracy and integrity of audit findings. Prepares reports in accordance with specified guidelines and timeframes. Reviews, evaluates and provides guidance in the preparation of the annual Jail Cost Report prepared by and in conjunction with staff and assists with other report development as needed or directed. Promotes staff development and instructs staff in audit procedures and standards of work paper preparation related to completion of the audits’ programs and guides. This position requires overnight travel and may require approximately 25% of time in day or overnight travel.

Requirements

  • Extensive knowledge of standard audit techniques, audit report writing, and follow-up.
  • Experience in the supervision of staff audit positions.
  • Demonstrated proficiency in statistical and judgmental sampling and the use of PC word processing and spreadsheet software packages (e.g., Word, Excel, and Access).
  • Ability to work independently and communicate effectively, both orally and in writing.
  • Working knowledge of generally accepted governmental accounting and auditing practices and procedures.
  • Experience in financial report preparation and the analysis and interpretation of financial data.
  • Experience and/or education in accounting, business (with an accounting concentration), or accounting information systems.
  • Independent and/or lead auditor experience required.
