As the Experienced Acquisition Analyst, you will support PMS 392P, the Private and Public Shipyard Availabilities Branch in the Team Submarine/In-Service Attack Submarines Program Office, located at the Washington Navy Yard in Washington, DC. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors. Team Submarine's Submarine In-service Program Offices are responsible for the real time support of operational submarines keeping them at sea in support of national tasking, modernization of submarine equipment, financial and budget management, planning of submarine availabilities, shipyard support of submarines in availabilities, logistical support, quality assurance (SUBSAFE), and submarine certifications. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

Responsibilities

  • Perform acquisition strategy and plan development, procurement package development, and quality assurance and support for contracting processes, ensuring acquisition program requirements identified in DoD Directive 5000.01 are met.
  • Execute all phases of government contracting from Pre-Award, Award, to Post Award. Responsible for data collection, analysis, documentation management, and administrative functions associated with contract award execution.
  • Be knowledgeable in executing the Defense Federal Acquisition Regulation Supplement (DFARS) and Federal Acquisition Regulation (FAR) to assist in administering the Private Shipyard Availability contracts under PMS 392P cognizance.
  • Serve as a subject matter expert in all matters pertaining to Pre-Acquisition documents such as, Individual/Program Streamlined Acquisition Plans (ISTRAP/PSTRAP), Justification and Approvals (J&As) and cost estimation techniques to develop Government Cost Estimates.
  • Interface with industry and government representatives such as NAVSEA/PEO Acquisition Professionals (e.g., Program Analysts, contracting Officers, Contracting Specialists), Supervisors of Shipbuilding, Naval Shipyards, and Submarine Type Commanders that support and execute Private Shipyard Availabilities.

Requirements

  • An active or current DoD Secret clearance.
  • US Citizenship.
  • A Bachelor's degree.
  • An Associates Degree and 2 years of additional experience will be considered in lieu of Bachelor's degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's degree.
  • 7 years of experience (Experience with federal government procurement/acquisition highly preferred).
  • Higher level education such as a Master's Degree will be considered in lieu of experience.
  • Excellent verbal and written communication skills, as well as presentation skills.
  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
  • Ability to conduct detailed research and analysis of technical and cost data.
  • Ability to read and interpret procurement policy, regulations, and directives.
  • Ability to be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.
  • Ability to travel at least 10% of the time.

Nice-to-haves

  • Navy/NAVSEA/Naval Shipyard experience.
  • Experience with Pre-Acquisition documents, proposal/bid assessment, and cost/schedule analysis is highly desired.
  • Knowledge of and experience with the Defense Federal Acquisition Regulation Supplement (DFARS) and Federal Acquisition Regulation (FAR).
  • High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.

Benefits

  • In compliance with the District of Columbia's Equal Pay for Equal Work Act, the salary range for this role is $86,539.03 to $140,624.86.
