About The Position

SUMMARY: The Executive Vice President, Strategic Initiatives serves the organization’s senior-most growth, and market expansion leader. The EVP is responsible for aggressively and strategically growing the company through revenue generation, expansion of service lines, identification of emerging markets, and leadership of successful responses to Requests for Proposals (RFPs) and competitive procurements. The EVP, Strategic Initiatives, is a core member of the executive leadership team and provides enterprise leadership over business development strategy, proposal execution, and strategic partnerships. This role drives KRA’s long-term financial sustainability by securing new business, expanding existing client relationships, and positioning KRA as a national leader in workforce development, education, and human services solutions.

Requirements

  • Willingness to travel nationally as required to drive growth (75%)
  • Bachelor’s Degree from an accredited college or university required; Master’s degree preferred.
  • Minimum of 10 years of business development, sales, or growth leadership experience, with at least 5 years at the executive or senior leadership level.
  • Extensive experience leading successful responses to government RFPs and competitive procurements.
  • Proven track record of securing large-scale contracts and expanding service lines.
  • Advanced proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and virtual collaboration platforms (Zoom, Teams).
  • Ability to represent KRA credibly with senior government officials, funders, board members, and industry leaders.

Nice To Haves

  • Master’s degree preferred.
  • Experience within workforce development, education, human services, or related public-sector environments strongly preferred.
  • Demonstrated experience using AI-driven tools and chatbots—including Microsoft Copilot, ChatGPT, and similar artificial intelligence platforms—to support proposal strategy, content development, research synthesis, compliance checks, and compilation of complex RFP responses.
  • Experience using CRM systems, pipeline tracking tools, and proposal management platforms strongly preferred.

Responsibilities

  • Lead the development and execution of a comprehensive national sales and growth strategy aligned with KRA’s mission, service offerings, and long-term financial objectives.
  • Identify and prioritize target markets, geographies, and funding opportunities to drive sustained revenue growth.
  • Lead market research and competitive analysis to identify emerging trends, unmet client needs, and opportunities for new or expanded service lines.
  • Drive expansion of KRA’s footprint with existing clients through contract renewals, amendments, and service diversification.
  • Provide executive leadership over all phases of the RFP lifecycle, including opportunity identification, bid/no-bid decision-making, competitive positioning, proposal strategy, pricing, and submission.
  • Serve as executive sponsor and strategic architect for high-value, complex, and competitive proposals.
  • Ensure proposals are compelling, complaint, differentiated, and aligned with customer priorities, maximizing win probability.
  • Establish, monitor, and continuously improve KPIs related to proposal volume, win rates, pipeline health, and return on investment.
  • Facilitate executive debriefs on wins and losses to drive continuous improvement in proposal strategy and execution.
  • Build and maintain high-impact relationships with government agencies, funders, elected officials, national intermediaries, and strategic partners.
  • Serve as KRA’s senior external ambassador for sales-related engagements, including conferences, industry events, and executive-level partner meetings.
  • Negotiate and formalize strategic partnerships, teaming agreements, and subcontractor relationships to strengthen competitive positioning.
  • Lead and mentor senior business development, proposal, and partnership staff, ensuring alignment with enterprise growth objectives.
  • Partner with Operations, Finance, Data, and Program Leadership to ensure proposed solutions are executable, scalable, and financially viable.
  • Establish processes that enable seamless transition from successful bids to program startup and operations.
  • Develop and manage departmental budgets related to growth, proposal development, and partnership strategy.
