About The Position

The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record. The ACS Child Welfare Payment Services Department is responsible for ensuring that all agency Human Services contracted and Adoption/KinGAP subsidy payments are issued in a timely manner and in accordance with governing directives. The Department's scope includes payments for multiple program areas including Foster Care, Preventive Services, Juvenile Justice, DOE/CSE and Subsidy Payments. In total, the Department is responsible for the issuance of over $2 billion in payments per year. The Executive Director will oversee all Human Service Child Welfare payment units, which process care and maintenance, variance, preventive, PYA, Fair Futures, workforce enhancements, reunification supports, trauma informed treatment model, aftercare, special payments, fair hearings for Foster Care contracts along with, Homemaking, Preventive, Adoption Assistance, Housing Subsidy, Schools/Special Education and Juvenile Justice Programs. The Executive Director is required to work closely with contracted providers and internally with senior managers across multiple Divisions. The Executive Director also acts as deputy to the Assistant Commissioner, representing the department at meetings and on workgroups and serves as the lead in the development of improved business processes for the department. The Executive Director will also be responsible for ensuring the timely review and processing of Human Services Child Welfare related invoices submitted through PASSPort, and provide administrative and supervisory oversight for the issuance of payments to provider agencies and vendors through both PASSPort and FMS; ensuring both the accuracy and timely issuance of payments. Utilizing independent initiative, judgment and decision, manages difficult and responsible professional, financial duties in the preparation of payments and the administration of areas including Child Welfare/Preventive/Juvenile Justice/Client Services payment types; has extensive knowledge of ACS policies and guidelines, payment systems which include FMS and PASSPort, payment processing protocols, personnel and IT systems; works on special projects, as needed, crossing Division lines on broad-based scope.
