Requirements

  • Master's Degree is preferred in a related field including but not limited to business administration, health care administration, nursing or social service.
  • A minimum of 8 years experience in healthcare delivery/operations.
  • A minimum of 5 years experience in supervisory or administrative capacity.
  • Experience in complex brick and mortar healthcare delivery; multidisciplinary healthcare service operations
  • Thorough knowledge of current concepts, theories, and practices related to home and community-based care for elders and disabled adults.
  • Working knowledge of health care delivery and financing systems including Medicaid, Medicare, waiver programs, prospective and capitated systems, public health programs and HMO/Managed Care systems.
  • Knowledge of the community’s health care, social services, and aging networks as well as relevant federal and state systems.
  • Knowledge of the procedures and practices of planning, program development, coordination, administration, and fiscal management.
  • Knowledge of the principles, procedures, and techniques governing provider contract negotiations.
  • Skills in oral and written communication.
  • Skills in problem analysis, negotiation, and decision-making.
  • Ability to supervise direct reports effectively.
  • Ability to organize, plan and delegate responsibilities.
  • Analytical, energetic, dependable, flexible, and resourceful.
  • Enjoys working with disabled and older adults.

Responsibilities

  • Assumes overall accountability and responsibility for Habitat Health.
  • Supervises the Medical Director and other components of Habitat Health operations.
  • Ensures that the job responsibilities of all direct reports are defined and understood.
  • Responsible for development, implementation, and service delivery operations of the Habitat Health program.
  • Oversees budget development, monitoring, and compliance to ensure solvency and positive financial performance across all sectors of program operations.
  • Oversees changes in service delivery and staffing as required by development and growth of the program.
  • Oversees marketing, government, and public relations.
  • Oversees QAPI Program to ensure appropriate indicators are established and necessary outcomes are attained.
  • Coordinates creation of PACE provider application and coordinates completion of state readiness review and CMS on-site visits.
  • Assures the successful operational, financial, and clinical development of Habitat Health and the accrual of sufficient risk reserve funds.
  • Responsible for the development, implementation and operation of the Habitat Health program including establishment of PACE centers and all necessary participant services/programs, compliance with all applicable PACE, state and federal requirements and monitoring of all expenditures and expectations.
  • Responsible for fiscal management and operation of Habitat Health.
  • Disseminates information about the Habitat Health model; represents and promotes the public knowledge of PACE to the community.
  • Assumes leadership role in Habitat Health strategic planning and establishment of short-term and long-term goals.
  • Explores and expands program and funding options and develops potential resources.
  • Protects privacy and maintains confidentiality of employees, participant, and other sensitive information.
  • Provides administrative on-call coverage on a rotation basis.
  • Performs related duties as assigned.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
