About The Position

EXECUTIVE DIRECTOR Tahoe Coalition for the Homeless (TCH) Reports To: Board of Directors Vision: Working together to end homelessness in our community. Mission: We partner with our community to house, shelter, and support our neighbors experiencing or at risk of homelessness to foster their independence. PRIMARY ROLE The Executive Director (ED) provides strategic leadership and operational oversight for TCH, managing a diverse portfolio of affordable housing real estate, shelter services, and medical respite facilities. The ED is responsible for organizational growth, financial sustainability, and fostering high-level relationships with government officials, funders, and community partners to advance TCH’s mission.

Requirements

  • Leadership & Management: Minimum of 5 years in a senior leadership role with a proven track record of managing and developing diverse teams.
  • Education: Bachelor’s degree in Public Administration, Business, Social Services, or a related field (Master’s preferred).
  • Communication: Exceptional interpersonal, written, and public speaking skills; ability to act as a "bridge-builder" across diverse stakeholder groups.
  • Digital Literacy: Proficiency in standard business software and cloud-based platforms, including MS Office and Google Suite.
  • Values & Ethics: High standards of fairness, transparency, and accountability; commitment to trauma-informed leadership.
  • Fiscal Acumen: Expertise in organizational financial management, budgeting, and the grant writing/reporting process.
  • Mission Alignment: Demonstrated commitment to ending homelessness or related social justice causes.

Nice To Haves

  • Industry-Specific Systems: Proficiency with case management software (HMIS) and medical billing systems for California programs (e.g., CalAIM, ARISE).
  • Real Estate Knowledge: Practical experience in property/building management, tenant relations, and habitability standards.
  • Legal & Legislative Expertise: Familiarity with California-specific homelessness legislation and fair housing laws (FEHA)

Responsibilities

  • Strategic Leadership & Advocacy
  • Board Partnership: Collaborate with the Board to set annual goals, establish policy, and enhance financial resources. Provide timely reporting and support for all Board functions and attend Board meetings.
  • External Relations: Serve as the primary liaison to local, state, and federal officials. Act as the face of TCH to ensure community systems (criminal justice, mental health, etc.) align with homelessness prevention goals.
  • Culture Building: Foster a transparent, empowering, and respectful workplace culture for a team of approximately 20 staff members.
  • Management Development: Mentor and coach the leadership team to build professional capacity and leadership skills. Ensure managers have the tools and training necessary to lead their own departments effectively and align with TCH’s long-term vision.
  • Operational & Financial Management
  • Fiscal Oversight: Lead annual budgeting and audit processes in partnership with TCH’s accounting firm. Ensure financial resources align with programmatic priorities.
  • Revenue Sustainability: Drive efforts to secure and maintain diverse funding streams, including federal, state, and local grants.
  • Compliance & Risk: Oversee an accurate grant management system to ensure 100% compliance with government contracts (HUD, CalAIM, etc.).
  • Risk Mitigation: Maintain comprehensive insurance coverage (general liability, directors & officers, workers’ compensation, property insurance, etc.), establish and enforce safety protocols, whistleblower policies, and trauma-informed practices across all sites.
  • Affordable Housing & Program Oversight
  • Property Portfolio: Oversee the management of ~62 affordable housing units across three properties. Manage vendor relationships, maintenance operations, and capital improvement planning.
  • Shelter Operations: Supervise the delivery of shelter and medical respite services (currently 16 beds), ensuring high standards of care and habitability.
  • Legal Compliance: Ensure strict adherence to fair housing laws (Fair Housing Act/FEHA), tenant rights, and lawful eviction procedures.
  • Systems Integration: Coordinate mandated systems including Coordinated Entry (CES) and HMIS to ensure seamless data and service delivery.
