About The Position

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support to carry out their missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget of $140M. Services include real estate, facilities and custodial management, construction, occupational safety, operations, security, transportation, and more. The Office of Planning, Design & Facilities Management (PD+FM) ensures safe, functional, and modern environments across over 43 administrative offices and facilities throughout NYC. The team leads all design, construction, and space planning efforts, including capital and expense projects. Under the executive direction of the Assistant Commissioner, the Executive Director of PD+FM oversees the planning, coordination, and execution of agency-wide space planning, design, and facility projects. This includes managing both capital and expense-funded projects, supervising cross-functional teams, and working closely with city oversight agencies to ensure successful project delivery.

Requirements

  • THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE ARCHITECT.
  • A valid New York State Registration as an Architect is required.
  • Six (6) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.

Responsibilities

  • Implement strategic directives from the Assistant Commissioner across PD+FM project areas.
  • Supervise Deputy Executive Directors and senior design staff overseeing citywide projects.
  • Lead agency-wide planning for relocations, re-stacking, lease renewals, and renovations.
  • Coordinate with DCAS, DDC, DOB, and other stakeholders on scope approvals and milestones.
  • Oversee production and quality review of design plans, filings, and bid documentation.
  • Monitor project pipeline progress and align unit resources with agency operational goals.
  • Advise senior leadership on space allocation strategies, cross-divisional planning, and facility-related priorities.
