About The Position

The Executive Director of Deep East Texas Local Workforce is responsible for overseeing the operations of the organization, ensuring the achievement of its mission and financial objectives. This role involves managing workforce services, partnering with community groups, and addressing the workforce needs of employers and jobseekers. The Executive Director will ensure compliance with federal and state regulations while leading a diverse team and developing programs to prepare the workforce for in-demand jobs.

Requirements

  • BA or BS degree in Business or Public Administration, Human Resources, Education, or a related field.
  • Seven or more years of progressively responsible public sector experience in workforce development.
  • Extensive strategic leadership and non-profit experience.
  • Demonstrated effectiveness in developing income-generating opportunities, including grant writing and management.
  • Skilled in building strong relationships with board members, executive leaders, and community organizations.
  • Capable of making effective presentations to various stakeholders.
  • Ability to navigate complex laws and regulations related to workforce development and contract management.
  • Demonstrated technology competencies related to database management and Microsoft Office.
  • Excellent writing and communication skills.

Responsibilities

  • Directly manage staff including talent sourcing, interviewing, hiring, and training.
  • Ensure proactive talent development and succession planning.
  • Maintain an organizational culture that attracts and retains diverse talent.
  • Work with the Board of Directors to ensure compliance with membership and meeting requirements.
  • Manage a budget exceeding $30 million and ensure compliance with financial regulations.
  • Develop and implement organizational, marketing, and financial plans with the Board.
  • Ensure Board activities align with the mission and report progress regularly.
  • Oversee the maintenance of official records and documents.
  • Procure and maintain adequate facilities and equipment for operations.
  • Pursue grant opportunities and partnerships to further the Board's mission.
  • Establish relationships with community groups and organizations.
  • Develop and maintain Standard Operating Procedures (SOPs).
  • Execute contracts and ensure compliance with procurement regulations.
  • Conduct annual audits and monitoring of contracts and operations.
  • Develop and maintain sound financial procedures and practices.
  • Ensure effective communication with staff and stakeholders.
