About The Position

The Executive Director - Procurement Services serves as the principal public procurement official for the District, responsible for procurement of all goods and services, in accordance with applicable federal, state, and local laws, ordinances, rules and regulations. This role involves planning, organization, development, and coordination of procurement, travel, and mailroom activities for the District. The position requires providing support and advice to stakeholders regarding contracted services, consultants, equipment, supplies, construction, and other applicable activities. The Executive Director manages procurement, travel, p-card, and mailroom operations for the District.

Requirements

  • Bachelor's degree from an accredited college or university in business, public administration, business law, procurement, or a related field required.
  • Master's degree from an accredited college or university in business, public administration, business law, procurement, or a related field preferred.
  • Certified Public Procurement Officer or Texas Association of School Business Official Certification required.
  • 6-8 years of supervisory experience in public procurement and contract management.

Responsibilities

  • Oversees the timely purchase of all goods, services, and travel needed for the District, ensuring compliance with all applicable laws, policies, and procedures.
  • Maintains the integrity of the District's procurement process through competitive solicitations, cooperative purchases, informal quotations, and negotiations.
  • Reviews, recommends, develops, and maintains policies and procedures regarding procurement to improve and standardize processes.
  • Ensures procurement practices are consistent, open, and designed to encourage maximum competition and best value.
  • Establishes standard terms and conditions for use in competitive solicitations, contracts, and purchase orders.
  • Assists in the preparation, issuance, evaluation, and recommendation of award of contracts for complex solicitations.
  • Communicates and trains District personnel on procurement, travel, mailroom, and p-card policies and procedures.
  • Supports the District's financial integrity by responding to internal and external audit requests.
  • Maintains open communication with the vendor community to provide understanding of procurement practices.
  • Directs vendor management, including maintaining current vendor bid lists and suspending/debarring vendors.
  • Prepares or directs the preparation of reports representing the department's activities.
  • Reviews all purchases for Board of Education approval to ensure compliance.
  • Oversees contracts and handles adjustments with suppliers.
  • Manages the District's mailroom operations, ensuring compliance with USPS requirements.
  • Approves mailroom operation equipment purchases/leases.
  • Implements and manages the District's travel and p-card programs.
  • Compiles, maintains, and files all required reports and documents.
