About The Position

Under administrative direction, manages all functions and activities of the department through subordinate managers and supervisors. Develops departmental policies, goals, and directives while coordinating efforts with other District departments. Provides expert consultation and guidance to executive management and District staff within areas of expertise. This is an executive, at-will classification reporting directly to the General Manager/Chief Executive Officer (CEO) and is a member of the executive leadership team.

Requirements

• Knowledge of principles, policies and practices of personnel and human resource administration including but not limited to recruitment/selection, position classification, wage and salary administration, benefits administration, employee services, employee and labor relations, affirmative action/equal employment opportunities/diversity programs.
• Knowledge of department budget administration; supervision, training, employee and organizational development, leadership, team building, motivation and conflict resolution.
• Knowledge of business report writing; collective bargaining agreements; dispute resolution and collaborative problem solving techniques; pertinent local, state, and federal laws, rules and regulations; modern office systems; and personnel software.
• Ability to supervise and direct the work of managerial, professional, technical, and clerical staff performing a variety of human resources functions.
• Ability to effectively train and evaluate staff; prepare and administer a department budget.
• Ability to apply collaborative work strategies and gain the cooperation of employees at all levels of the organization.
• Ability to analyze issues and develop alternative solutions; prepare comprehensive written reports with recommendations.
• Ability to facilitate and exercise discretion and tact in the handling of sensitive and confidential information.
• Ability to exhibit a commitment to the District's goals and initiatives, including its strong user-focused customer service philosophy.
• Ability to facilitate meetings for consensus building and leading project teams.
• Strong command of collaborative problem-solving and decision-making abilities.
• Ability to make oral presentations to a variety of audiences in human resource related topics.
• Ability to establish and maintain positive working relationships with District personnel, union representatives, and members of the public using principles of good customer service.

Responsibilities

• Develops organizational strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organizational strategic thinking and direction; and establishing human resources objectives in line with organizational objectives.
• Oversees human resources functions in areas including but not limited to: employee and labor relations, recruitment/selection, position classification, wage and salary administration, employee benefits administration, employee services, HRIS, leave management, orientation programs, employee development and other human resources related functions.
• Selects, trains, supervises, and evaluates professional and administrative employees assigned to the Human Resources Department, directly and through subordinates.
• Develops and presents written and oral reports on a wide variety of human resource issues, policies.
• Supports management by providing human resources advice, counsel, and decisions, analyzing information and applications, procedures, local, state and federal laws, rules and regulations.
• Develops and maintains human resources policies and procedures; communicates changes in personnel policies and procedures, and employment law; maintains responsibility for compliance with federal and state legislation pertaining to all personnel matters.
• Consults with all levels of District staff and union representatives on human resources, labor and employee relations issues, and may represent the District in labor relations matters with unions.
• Participates in short and long-range planning, policy and procedure development and implementation; and administers the budget of the Human Resources Department.
• Consults with and makes presentations to the District's Board of Directors, District staff, union representatives, community groups, and members of the public on a wide variety of complex and multi-faceted human resources-related issues.
• Implements a wide range of human resources-related organization development initiatives, including skills training, employee surveys, change management, leadership, talent development and assessment of future staffing needs, and implementation of proactive strategies for succession planning.
• Develops, implements, and administers a variety of special projects, and provides staff assistance to the General Manager/CEO.
• This classification may act on behalf of their direct manager in their absence or in an interim capacity or role as needed.
