We are seeking passionate individuals for the role of Executive Director of Community Supervision (Program Manager Senior II) , so come join our team and make a meaningful impact on youth and the community at DJS! As the Executive Director of Community Supervision , you will provide executive leadership over the Department’s community supervision operations in assigned state regions. Reporting directly to the Deputy Secretary of Community Services, you will guide the strategic direction, daily operations, and long-term effectiveness of community programs that support youth, families, and public safety. This role carries broad responsibility for regional personnel, fiscal oversight, operational compliance, and the cultivation of strong partnerships with the juvenile courts, prosecutors, public defenders, law enforcement agencies, schools, and community-based providers. Your leadership will ensure that community operations are aligned with State law, Departmental policy, and evidence-based practices while advancing reform-driven outcomes. Key areas of leadership and responsibility include: Lead Community Operations and Program Management: Provide executive oversight of daily community-based operations across assigned regions. Ensure efficient, high-quality service delivery through strong internal processes, quality assurance, and compliance with State laws, regulations, collective bargaining agreements, and Departmental policies. Promote effective collaboration across Department units, support regional engagement in custody review processes, monitor project timelines and outcomes, and contribute to the Department’s policy and legislative priorities as they relate to community supervision. Strengthen Human Resources and Team Leadership: Mentor, manage, and develop regional leadership teams, including county managers, case management staff, and administrative professionals. Ensure consistent performance management, including evaluations and improvement planning. Oversee the appropriate use of disciplinary actions in alignment with HR standards and union agreements. Support recruitment efforts, foster a positive and inclusive organizational culture, and establish strong communication and feedback channels between executive leadership and frontline staff. Oversee Strategic Resource Management: Manage and oversee regional and county-level budget allocations while supporting the Department’s broader continuum of care and service initiatives. Monitor performance and outcomes of contracted service providers, support data-informed reporting, and participate in multidisciplinary collaboratives that advance integrated, reform-oriented community services. Advance Stakeholder and Community Relations: Serve as the Department’s primary regional liaison and spokesperson with government partners, service providers, families, businesses, and community organizations. Build and sustain collaborative relationships that support multisystem coordination and shared accountability for youth outcomes. Coordinate closely with Department communications staff to ensure consistent and effective messaging with external stakeholders and the public. This position is eligible to work a hybrid telework schedule. This position does require some travel.

Requirements

  • A Bachelor’s degree from an accredited college or university.
  • Seven (7) years of progressively responsible experience in juvenile justice system management, including managing multi-site operations and collaborating with external stakeholders, including at least four (4) years in senior management or leadership roles overseeing teams, programs, or organizational initiatives.
  • Candidates with ten (10) years or more of relevant experience in juvenile justice system management may substitute for the education requirement.

Nice To Haves

  • A Bachelor’s degree (or higher) in criminal justice, social or behavioral sciences, public administration, social work, law, or a related field
  • Executive-level experience leading juvenile justice systems, delivering measurable system improvements such as faster intake processing, higher diversion success, or strengthened compliance outcomes
  • Expertise in Maryland statutes, juvenile justice policy, and departmental regulations, with a proven ability to translate legal requirements into effective statewide strategies and policies
  • Track record of forging and sustaining strategic partnerships with courts, law enforcement, state agencies, community stakeholders, system-impacted youth and families to advance equitable youth outcomes and enhance public safety
  • Knowledge of and/or experience with positive youth development, evidence-based practices, and juvenile justice policy, programs, and practices
  • Demonstrated leadership managing operations in a single or multiple jurisdictions for no less than 3 years
  • Demonstrated high-level management in a public health and/or public safety domains that included management and coaching of mid-level managers.
