The Hospital Program Delivery (HPD) COE is accountable for the delivery of all new hospital projects undertaken by National Facilities Services (NFS) on behalf of Kaiser Permanente (KP). Along with new Hospital buildings, the COE will also deliver major additions and the NPC-5 program in California. When a Medical Office project is on a Hospital Campus and combined with a new Hospital strategy, the HPD COE will be responsible for project delivery while the MOP COE will review and approve the design. The intent of this delivery model is to replicate best practices, enforce the KP design standards, eliminate unnecessary variation, reduce cost and achieve consistently high-quality, branded care outcomes without sacrificing design excellence. The HPD COE Executive Director leads all teams managing new Hospital projects from schematic design to close-out, enabling a consistent project delivery approach. Additionally, the ED collaborates with the NFS Business Lines and KPIT to ensure that innovations and technological advancements are studied with a vision to improve future projects. Hospitals are complex, technically sophisticated, and highly regulated buildings that require highly experienced leadership to insure best in class hospitals for Kaiser Permanente. As milestones for California's Structural Performance Category (SPC) and Non-Structural Performance Category (NPC) requirements are enforced throughout the 2020's, KP needs an engaged and knowledgeable Executive to coordinate with the Office of Statewide Health Planning and Development. The position also works closely with the regional VP of Service Delivery (CRM) and the Business Lines (BL) as the accountable executive to deliver state of the art hospitals across the enterprise. The Executive Director of the HPD COE supervises a core team of program management staff (size of staff fluctuates with the size of the program). This program management team assures that all new Hospitals incorporate the latest KP care delivery model and design standard improvements. This team provides oversight and guidance to project teams throughout the project lifecycle, produces program metrics and reports, and collaborates with the BLs on continuous improvement. Depending on the number of projects in a region, there may be a COE Director to whom the HPD PMs report. The Director(s) report to the ED and 1) provide day-to-day direction to the project teams; 2) interface with the Service Area and Region regarding project specific issues; 3) deliver monthly Major Project Reviews to NFS leadership, and 4) take responsibility for delivery of the project(s) in accordance with defined objectives including, but not limited to, scope, schedule, quality, safety, supplier diversity, sustainability, budget and the projects' Owner Project Requirements (OPR) and Basis of Design (BOD).
