About The Position

Executive Director for Worker's Compensation Trusts and Risk Management Capital Region ESD 113 is committed to closing gaps, growing people, influencing change, and eradicating racism through our service to our region and state. Purpose Statement The job of Executive Director - Risk Management and Workers' Compensation Trust Management Program is done for the purpose of implementing and maintaining the assigned programs and services for workers' compensation claims, safety and loss control, the ESD 113 Workers' Compensation Trust Cooperative, multiple Workers' Compensation Trusts under contract with the governing entity, the Unemployment Insurance Cooperative, and other risk management services offered by ESD 113 to school districts in the ESD 113 service area; and serving as a resource to school district personnel and the Boards of Directors.

Requirements

  • Knowledge is required to perform advanced math; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, policies, and regulations; personnel processes; standard business practices; worker compensation claims adjudication processes; operational procedures; self-insured worker compensation, unemployment, and asbestos programs; safety programs; and OSHA/DOSH laws and requirements.
  • Skills are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including pertinent software applications; planning and managing projects and programs; overseeing program financial activities; administering personnel policies and procedures; and managing worker compensation claims.
  • Ability is required to schedule a significant number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and consider a number of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and operate equipment using standardized methods. Responsibilities

  • Collaborates with a variety of groups and individuals (e.g. other staff, district personnel, public agencies, cooperative advisory committees, etc.) for the purpose of implementing and maintaining services in accordance with programmatic and regulatory requirements.
  • Compiles data from a wide variety of sources (e.g. staff, public agencies, etc.) for the purpose of analyzing claim and loss control issues, ensuring compliance with various policies and procedures, and monitoring program components.
  • Develops a variety of plans, policies, and programs (e.g. staffing, budgets, equipment, Risk Management department products and services, etc.) for the purpose of ensuring organizational objectives are achieved in the most efficient and timely manner.
  • Develops and promotes Risk Management department products and services to appropriate school districts not currently serviced by other Educational Service Districts with such products and services for the purpose of increasing our service market.
  • Directs the implementation of programs and services (e.g. reporting requirements, accident prevention training, etc.) for the purpose of ensuring new programs and services are provided within established timeframes in conformance with all related requirements.
  • Evaluates a variety of fiscal actions (e.g. workers' compensation, unemployment compensation, risk management related claims, etc.) for the purpose of assessing appropriateness of claims and determining proper course of action.
  • Facilitates a variety of meetings that may frequently involve a range of issues (e.g. personnel actions, financial procedures, regulatory requirements, actions involving outside agencies, etc.) for the purpose of evaluating situations, identifying appropriate actions, and developing recommendations.
  • Fulfills fiduciary duty for the purpose of safeguarding the solvency and operational good faith and fair dealing of the ESD 113 Workers' Compensation Trust and additional Trusts managed under contract.
  • Interprets, assesses policy and practices, and revises policy and practices as needed for the purpose of ensuring compliance with current and future state and federal laws, rules, and regulations.
  • Manages a variety of activities (e.g. special research and development projects, Unemployment Cooperative Executive Committee, Workers' Compensation Trust Executive Committee, assigned program responsibilities, etc.) for the purpose of providing excellent service to the members while meeting the requirements of the district as well as state and federal regulatory agencies.
  • Manages all aspects of multiple Workers' Compensation Trusts, Unemployment Trusts, and continue to pursue larger lines of service for the purpose of maintaining optimal benefit administration and continued organizational growth.
  • Monitors claims histories and progress for the purpose of determining need for intervention and confirming that a program/Trust is operating within established financial guidelines.
  • Participates in a variety of meetings as required (e.g. workshops, inter and intra district committees, community and public agencies, conferences, etc.) for the purpose of conveying and gathering information regarding a wide variety of subjects required to carry out their administrative responsibilities.
  • Performs personnel administrative functions (e.g. hiring, training, supervising, evaluating, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department and program outcomes are achieved.
  • Prepares a wide variety of often complex materials (e.g. budgets, analyses, recommendations, procedures, etc.) for the purpose of documenting activities and issues while complying with district, state, and federal policies and regulations.
  • Presents information on a variety of topics related to administrative responsibilities (e.g. financial information, overviews of programs and services, policies and procedures, claims history, etc.) for the purpose of providing general information, training others, and implementing actions while remaining in compliance with district, state, and federal policies and regulations.
  • Regular and reliable attendance is required for the purpose of maintaining department operations.
  • Represents risk management programs before regulatory, adjudicatory, and governing entities for the purpose of providing information that positions the programs favorably, as well as maintaining the security and integrity of assets.
  • Researches information required to manage assignments (e.g. relevant policies, current practices, staffing requirements, claim trends, etc.) for the purpose of recommending alternative courses of action while ensuring the program is in compliance with current laws, rules, and regulations.
  • Responds to a variety of inquiries and concerns (e.g. safety and health concerns, new policies and regulations, community questions, staff issues, etc.) for the purpose of identifying relevant issues then recommending and implementing plans of action to resolve issues.
  • Supervises personnel (e.g. provide coaching and consultation of technical issues, adaptive challenges, personnel matters, strategic opportunities, career goals, professional development, job performance, etc.) for the purpose of advancing the development of effective leaders and high performing teams and achieving agency and departmental objectives.
  • Supports and is accountable to advisory boards for the purpose of keeping them appraised of the pool and trust's financial status, trends, and emerging concerns.
  • Supports other upper level administrators in the ESD and member districts for the purpose of achieving department, program, and district goals.
  • Travels, as needed, (e.g. to meetings, committees, conferences, member sites and districts, etc.) for the purpose of completing the essential functions of the position, including appropriate supervision and collaboration with staff and customers.
  • Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
