About the position

Under the direction of the Associate Vice President of Human Resources and Compliance, this position is responsible for overseeing all Employee Relations and Compliance (i.e., Title IX, Online Reporting System, etc.) activities, employees' resolution of complaints and grievances, policy and procedure inquiries and to provide training on related matters. Perform complex and confidential duties relating to the research, preparation, and responses to Texas Public Information Act requests, litigation, and employee relations matters. Direct oversight of the records department. In-person work on campus is an essential function of this position. Oversee and manage the grievance and mediation process. Provide assistance in the facilitation and resolution of complaints and grievances and handle oversight of the appeal process. Respond to policy and procedure questions relating to human resources management and employee conduct and discipline. Oversee the Title IX duties, Deputy Title IX Coordinators, and responsibilities as they relate to staff and faculty, to include, but not limited to, training, investigations, reporting, and other required duties under the District's Title IX responsibilities. Work in collaboration with the Title IX Coordinators for the Student and Enrollment Services division. Oversee the Open Records process to include researching and responding to inquiries for information pursuant to the Texas Public Information Act. Respond and research to external charges of discrimination and assist with the preparation of the response in litigation matters against the District related to employment and student issues. Plan and conduct specialized training and workshops on Title IX, Violence Against Women Act (VAWA), Equal Employment Opportunity/Equal Educational Opportunity (EEO/EEO) and the Effective Management Series. Develop and coordinate on-line training on EEO/EEO and other related topics. Maintain statistical data and respond to reports and surveys. Provide complex and confidential support in researching and preparing reports. Research issues related to policy development and recommend new or revised departmental policies and procedures. Oversee employee records, provide supervision and guidance, review and approve documents pertaining to the different areas and recommend changes to department(s) operations, to include, but not limited to verifications of employment, unemployment claims, and other personnel records required duties. Oversee the ongoing maintenance of the District's webpage. Revise and develop policies and procedures based on legislation and current court decisions relating to employee relations matters. Provide direction, guidance, or training to assigned staff including orientation, performance evaluation, professional development, coaching and counseling. Participate in setting performance goals and priorities that contribute to departmental mission. Establish short and long-term departmental goals and objectives and compile statistical data. Perform other duties as assigned.

Requirements

  • Masters' degree in Business, Human Resources or a related field.
  • Six (6) years related experience as a Human Resources manager.
  • Knowledge of federal and state required Human Resources laws and regulations.
  • Ability to interpret and apply regulatory guidelines.
  • Familiarity with human resources and payroll information system processes.
  • Working knowledge of Title IX regulations and ADA compliance.
  • Ability to handle confidential information professionally.
  • Ability to deliver public presentations and training.
  • Ability to interact with all levels of employees.
  • Experience supervising and managing personnel.
  • Experience reviewing and recommending budgets.

Nice-to-haves

  • Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) preferred.
