About The Position

BCFS Health and Human Services is seeking a dedicated individual to oversee the coordination of organizational, community, programmatic, and financial components of services provided to the service population. This role requires a strong leader who can foster a culture of collaboration, innovation, and continuous professional development, ensuring that individual needs are effectively met. The position involves designing and implementing an organizational management structure that aligns with industry best practices and facilitates optimal service delivery across multiple sites. The successful candidate will be responsible for managing a multimillion-dollar budget, ensuring compliance with federal and state guidelines, and promoting the organization’s mission and values.

Requirements

  • Bachelor’s degree or equivalent degree in administration, psychology, social work, criminal justice or other relevant behavioral science; Master’s preferred.
  • 5+ years of executive management and supervisory experience.
  • Four plus years of experience providing financial oversight and management to multi-million-dollar organization, programs, or projects.
  • Non-profit or public service background is a plus.
  • Experience in managing and expanding large-scale operations is highly valued.
  • Thorough understanding of management and financial practices in all areas and phases of non-profit/business operations.
  • Strong written and oral communication skills.
  • Ability to respond sensitively and competently to the service population’s cultural and socio-economic characteristics.
  • Ability to work collaboratively with other staff members and service providers.
  • Ability to organize and prioritize responsibilities efficiently.
  • Ability to work in a fast-paced environment with minimal supervision.

Responsibilities

  • Oversee the coordination of organizational, community, programmatic, and financial components of services provided to the service population.
  • Foster a culture where collaboration, innovation, and continuous professional development are prioritized.
  • Design and implement an organizational management structure that aligns with industry best practices.
  • Develop, manage, and forecast a multimillion budget to support operational needs and program goals.
  • Hold accountability for the division’s overall performance, outcomes, and compliance.
  • Address and resolve program deficiencies to ensure full compliance with federal and state contractual and regulatory guidelines.
  • Assume fiscal responsibility by ensuring programming remains within budget.
  • Proactively monitor industry trends and emerging challenges to adjust strategies accordingly.
  • Identify and pursue funding opportunities, including grants, donor contributions, and partnerships.
  • Oversee the development and execution of fundraising campaigns to ensure financial sustainability.
  • Leverage technology to streamline operations and enhance service delivery.
  • Conduct routine site visits to ensure facilities and equipment reflect the organization’s standards.
  • Lead the market by promoting innovation in program design and operational strategies.
  • Maintain a 90% or higher compliance rate in managing the operating budget.
  • Keep annual staff turnover rates below 10%.
  • Achieve and maintain a 90% or higher compliance rate with contracting entities.
  • Hire, train, supervise, and provide regular performance reviews for program personnel.
  • Conduct periodic and random audits of program files.
  • Facilitate monthly leadership meetings and quarterly all-staff meetings.
