GENERAL SUMMARY The role of the Executive Director Data Governance and Data Quality Management (DQM) is to elevate Providence St Joseph Health data assets to support strategic priorities. This person will dead governance, facilitation, deployment and partner relationships for Metric Strategy, Data Quality Assurance and Data Literacy activities across Providence St. Joseph Health. Supports Enterprise Data Governance, raising data quality standards for strategic programs and operations across the PSJH. Data Governance and DQM Director will partner at both at the department and functional levels, to streamline business processes to improve consistency, quality and timeliness of data assists to meet overall business needs. Works with Client and Analytics Services and Information Management teams in Healthcare Intelligence to identify, prioritize and resolve systemic data quality errors, proactively complete issue resolution and leverage data value across the enterprise. Metric Strategy expansion and deployment is an essential accountability to reduce variation in analytics solutions, increase self-service and elevate the value of core data assets. Data Governance and DQM Executive Director is responsible definition, implementation and compliance of clearly defined data management assets across the organization. This includes ensuring proper use of these data assets by partnering with Data Owners, creating Data Literacy programs, data Catalogs, Meta-Data Management and Data Lineage documentation. A key leader in defining a data culture that aligns with and further enables Healthcare Intelligence growth and quality. Requires strong business acumen and technical skills that, in combination, ensures development of well-balanced processes and solutions that deliver material organizational value. Work with regional and shared services teams to establish a formal data ownership model for specific data domains (e.g., performance, securities) and to coordinate with data stewards on various initiatives. Facilitate the development and implementation of data quality standards, data protection standards and adoption requirements across the enterprise. Define indicators of performance and quality metrics to ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements. Directs the establishment of guidelines for data quality and use of data standards. Innovate workflow process for data standards generation, maintenance and business ownership. Lead Data Quality Management error processes definition, build and deployment. Implement and communicate results of KPI’s defining data quality standards and validation for Clinical, Finance and Operational areas. Create test plans for healthcare Intelligence deployments for data platforms upgrades and changes, lead UAT testing, regression testing and sign-off. Be liaison with department leads to address and remediate data quality issues. Lead Data Literacy program responsible for education enterprise knowledge workers and caregivers to elevate use of Data Assets. Develop curriculum aligned with skill matrix and career progression for analytic staff across enterprise. Provide leadership to HI Analyst and enterprise knowledge workers including coaching and feedback on data literacy deliverables and curriculum. Train and articulate to the other departmental professionals regarding the benefits and need for Data Governance and Data Quality. Provides high-level thought leadership, articulates vision for the way in which key metrics/attributes relate across the organization. Serve as a liaison between business and technology to ensure that data related business requirements are clearly defined, communicated, documented, and deployed to analytic solutions. Track data standards adoption and compliance across the end state platforms as part of ongoing governance process. Lead creation, socialization of content for deployment of Data Catalog, Data glossary, Data Lineage and Metric strategy in HI’s Solution Search Applications (MyHIway, etc.). Coordinates data steward activities and resolves challenges to difficult standardization efforts, escalated from data stewards. Create and maintain knowledge base, documentation, training documents, work instructions, and SOPs as needed or directed including proactive communication to business partners.
