About The Position

Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking candidates for an Evaluation Specialist III position for an administrative and training program support contract at the National Foreign Affairs Training Center (NFATC), formerly the Foreign Service Institute (FSI).

Requirements

  • Minimum of five (5) years training evaluation experience with proven ability to design and execute evaluation studies at the course, curriculum, division, school, and institutional level.
  • Master’s Degree in a relevant field.
  • Proven expertise implementing reliable and innovative methods to measure training effectiveness at all levels on the Kirkpatrick scale, as described in OPM’s Training Evaluation Field Guide and other documentation relevant to the measurement of training effectiveness in a corporate training environment for adult learners.
  • Extensive experience with Qualtrics.
  • Applicant must currently be authorized to work in the United States on a full-time basis and possess US Citizenship.

Responsibilities

  • Implements reliable and accurate methods to measure training effectiveness at all levels on the Kirkpatrick scale, as described in Office of Personnel Management’s (OPM’s) Training Evaluation Field Guide and other documentation relevant to the measurement of training effectiveness in a corporate training environment for adult learners;
  • Applies technical expertise to guide, support, and assist staff in NFATC directorates and centers in the design, development, and implementation of training evaluation, including the use of tools, techniques, processes, and systems for training and program evaluation;
  • Creates tools, templates, evaluation instruments and use of reference materials that enable course managers and division directors to implement evaluation using quantitative, qualitative, and mixed methods approaches, in order to answer relevant evaluation questions at the course, curriculum or division level;
  • Designs and uses appropriate evaluation instruments and methods for evaluation planning, data collection, using quantitative, qualitative and mixed measure approaches; designs and implements surveys, focus group, structured interview protocols, and uses descriptive and inferential statistical measures to collect and analyze data and produce accurate and actionable findings;
  • Explains complex content related to evaluation techniques and approaches to non-technical staff; positive interpersonal skills and a customer-service orientation, particularly with clients from a wide variety of cultures;
  • Identifies and coordinates evaluation capacity building activities and resources.
  • Collaborates on state-of-the art and new developments in the field of evaluation that affect NFATC’s specialty areas and program operations; identifies resources beneficial to NFATC;
  • Develops and recommends policy changes and projects the impact of proposed changes based on data interpretation;
  • Provides resources to and advises NFATC evaluators on the use of Qualtrics to complete evaluation projects.
