MIGA’s Economics and Sustainability Group (MIGES) consists of several areas of excellence: Economics, Environment and Social, Climate, Gender, and Evaluations. TheEvaluation Unit (MIGEV) is seeking an Evaluation Officer who is dynamic, proactive, meticulous, and a team player. The successful candidate will have strong analytical skills and experience in monitoring and evaluating development outcomes in complex projects in both public and private sectors, with solid financial and technical background. The Evaluation Officer will be leading MIGA self-evaluation of projects with MIGA staff and contributing to operational effectiveness of MIGA self-evaluation practices and coordination with IEG. The Evaluation Officer will also contribute to collecting results data and performance indicators, including Scorecard FY24-30 and communicating operational results and distinctive roles of Guarantee instruments with an emphasis on green, resilient, and inclusive development by mobilizing private capital and working as One World Bank Group within the WBG and beyond. The ideal candidate will have excellent communication, interpersonal, and analytical skills with expertise in economic research, result measurement, monitoring and evaluation and a strong interest in enhancing development impact analysis of financial instruments. The main responsibilities are described below. The position will be based at the WBG Guarantees/MIGA office in Washington, DC and will report to the Manager in MIGES.

Requirements

  • Advanced degree in Economics, Finance, Dara Science or any other relevant disciplines (MA or MBA), and at least 5 years of relevant experience or an equivalent combination of education and experience.
  • Knowledge of and experience in evaluating or assessing development impact of private and public investment projects in developing countries.
  • Sound knowledge and experience with WBG Scorecard methodology and IMPACT framework.
  • Knowledge and experience in setting up and operating results measurement/M&E platforms and systems for MDBs/DFIs or private sector.
  • Strong data management, analytical skills, ability to think strategically, conducting research and analyze quantitative and qualitative data, and synthesize diverse results measurement issues, data, and information.
  • Sound knowledge and experience of private sector business, contractual and corporate financial practices and policies.
  • Knowledge and experience of artificial intelligence/data science/machine learning techniques and tools.
  • Results oriented, with an ability to work collaboratively with team with diverse skills and expertise for producing results in collaboration.
  • Strong interpersonal, organizational and presentation skills, openness to feedback, new ideas, and ability to guide staff to find solutions for problems.
  • Fluency in spoken and written English, with excellent report writing and communications skills.
  • High personal integrity and emotional intelligence, with demonstrated ability to handle sensitive interactions.
