Evaluation Learning Specialists are responsible for supporting the continuous development of teachers, school administrators, Non-Teaching Professional Employees (NTPE), and central office employees. Evaluation Learning Specialists design, align, and facilitate, professional learning opportunities for employees throughout the School District of Philadelphia (SDP). Work involves formulating and implementing plans to meet the short-term and long-term needs of the District’s teaching, administrative, NTPEs, and central office staff. Work additionally involves determining training and personnel development needs on a learning network, school and departmental level. Evaluation Learning Specialists are tasked with providing high-quality professional growth opportunities that will enhance educators’ leadership, cultural competency, organizational, communication, problem-solving, and outcomes-oriented skills. This is a full-time, 12 month non-represented position. The salary grade is 4028, which ranges from 80,695 to 117,291 depending on related experience.

Requirements

  • Master’s degree program from an accredited college or university with major course work in education.
  • Five years of full-time, paid, professional experience in education which have included leading and designing professional learning for adults.
  • All work experience related to the position must be included on the resume.
  • Possession of a valid Commonwealth of Pennsylvania Administrative certificate for K-12 or Elementary and Secondary Principal.
  • Demonstrated knowledge of: Act 82/Act 13 guidance and mandates.
  • Demonstrated knowledge of: the principles, practices, and techniques of effective observation and evaluation training facilitation.
  • Demonstrated knowledge of: the methods and techniques in effective program planning, design, and administration using appropriate processes and protocols.
  • Demonstrated knowledge of: the current educational issues that directly impact the implementation of observation and evaluation frameworks, initiatives, and training.
  • Demonstrated ability to: inform and design the scope and sequence of professional learning for educators.
  • Demonstrated ability to: maintain necessary records and files, compile information, and prepare reports.
  • Demonstrated ability to: process multiple tasks simultaneously and adhere to timelines.
  • Demonstrated ability to: assess the effectiveness of programmatic activities and make recommendations for modifications as needed.
  • Demonstrated ability to: plan, develop, and implement sessions on the observation and evaluation frameworks, Act 13 guidelines and mandates, etc.
  • Demonstrated ability to: conduct research and analyze data to inform District, network, and school supports.
  • Demonstrated ability to: gather, track, and use data to drive decision-making, and create detailed reports.
  • Demonstrated ability to: maintain records and prepare reports.
  • Demonstrated ability to: effectively use Google Drive including documents, sheets, slides, and forms to develop and share content and presentations.
  • Demonstrated ability to: communicate effectively, both orally and in writing.
  • Demonstrated ability to: establish and maintain effective working relationships.

Responsibilities

  • Designs and facilitates professional learning and development sessions and courses on a variety of topics to support the designated programmatic frameworks.
  • Supports the development and facilitation of a training/professional development portfolio, Districtwide, providing assistance to networks, schools, and departments in the development of training to strengthen educator effectiveness.
  • Thoughtfully creates customized professional learning modules for educators.
  • Prepares a variety of reports and documentation on evaluation initiatives to support the Educator Effectiveness and Evaluation team in developing a plan of action related to the data.
  • Documents the training modules, supports, resources, and exemplars to aid in replication and sustaining future professional development.
  • Acts as a liaison between schools, learning networks, departments, and the Educator Effectiveness and Evaluation team.
  • Provides on-going norming/interrater-reliability, guidance, and support to evaluators in implementing the observation and feedback cycle.
