APPLICANTS MUST BE PERMANENT IN THE COMPUTER SPECIALIST (SOFTWARE) CIVIL SERVICE TITLE The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems. Information Technology Services (ITS)/Enterprise Shared Services is recruiting for one (1) Computer Specialist (SW) III, to function as a ETL Lead Developer, who will: - Under general supervision, with wide latitude for the exercise of independent initiative and judgment, is responsible for data modeling, normalization, ETL processing, integration/reporting services, data models, database query optimization, collaborate with cross-functional teams to deliver high-quality software solutions that meet business requirements, while ensuring performance, scalability, security, and accessibility to manage large volumes of data. - Develop a deep understanding of the agency’s IT policies, infrastructure, technology stack, and support processes using their experience in systems engineering to define standards and enforce adherence to those standards. - Develop, manage, optimize, and automate ETL workflows. - Develop and present analysis of the ETL environment to detect critical deficiencies and recommend solutions for improvement. - Confirm the conformance of applications, components, and services to established standards throughout the application development lifecycle. - Ensure data integrity, security, and compliance with industry best practices. - Perform data model management and version control using industry standard tools. - Facilitate creation, migration and maintenance of database objects across development/QA/production environments. - Perform data modeling and database design for application development and product implementation initiatives. - Participate in the software testing process, including identification and resolution of defects. - Apply technical knowledge to determine solutions and solve complex problems.
