About The Position

This position is responsible for the development of cost and time estimates for all bridge and structure projects and periodic policy development. This position evaluates contractor submitted bids in comparison to the state estimate, ensures the compatibility of structure plans and contract documents with current structural standards and procedures, and oversees that the structural special provisions are developed for the application of new products and techniques. This position also develops periodic All Bridge Designer memos for policy development.Essential Functions

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois
  • Five years of experience in civil engineering.
  • Requires a valid driver’s license.
  • Requires occasional statewide travel with overnight stays.
  • Requires successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

Responsibilities

  • Develops timely and accurate structural cost estimates to be utilized for awardability of contractors' bids.
  • Develops evaluation techniques for determining alternate estimating methods with minimal divergence from actual cost.
  • Develops special provisions and specifications for new products and techniques used in structures.
  • Prepares final review and coordination of structural plans and proposals prior to the advertisement for bids.
  • Trains, evaluates, and motivates subordinates to ensure a well-developed and competent staff.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
