About The Position

We’re seeking an Estimating Manager to support large, heavy-civil infrastructure programs in highways, roads, and bridges, transit (including rail systems), aviation (international airports), and water sectors delivered through both traditional and alternative methods. This role is highly interactive and requires you to lead and actively engage in all estimating activities. You’ll support the full lifecycle of estimation activities, from planning through delivery, ensuring the work aligns with broader program goals and responsible financial management. This is a long-term, full-time, on-site position located in Sacramento, CA.

Requirements

  • Bachelor’s degree in civil engineering, construction science, or related field, or an equivalent combination of education and experience.
  • 15+ years of estimating experience on heavy civil infrastructure projects, including a minimum of 10 years in heavy civil infrastructure transit projects with typical project values exceeding $1B.
  • In-depth knowledge of all design and construction disciplines, means, and methods applied to transit infrastructure projects.
  • Extensive expertise in the principles and practices of estimating.
  • Strong technical and report writing skills, particularly in preparing cost estimates and Basis of Estimate documentation.
  • Proven ability to develop and manage resources (internal and external) to produce accurate cost estimates in a schedule-driven program environment.
  • Strong ability to coordinate and leverage internal and external resources to produce accurate, risk-informed cost estimates within a schedule-driven, large-scale program environment.
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
  • Excellent communication and interpersonal skills (e.g., tact, diplomacy, influence, etc.), with the ability to effectively collaborate and interact with clients, team members, and stakeholders.
  • Exceptional organizational skills and supreme attention to detail.
  • Strong analytical and problem-solving skills, with the ability to think critically and make sound decisions under pressure.
  • Strong negotiation skills.

Nice To Haves

  • Master’s degree in civil engineering or construction science.
  • Active professional certifications such as CEP, CCP, CCT (AACE); CPE (ASPE); CCM (CMAA); MRICS/FRICS, AssocRICS (RICS); or CCE/A (ICEAA) or PE license in the state of California.
  • Surveying and at least 20 years of estimating experience on heavy civil infrastructure projects, including a minimum of 10 years in heavy civil infrastructure transit projects with typical project values exceeding $10B.
  • Experience in estimating roles supporting owners.
  • Experience in database driven estimating software as well as electronic quantity surveying systems (Timberline/Sage300, HeavyBid, Onscreen Takeoff).
  • Experience with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

Responsibilities

  • Manages the cost estimating group in the development of all capital cost estimates from planning conceptual level to final design.
  • Facilitate the development of information used to develop cost estimates with all internal and external stakeholders.
  • Support the development of the bi-annual Programmatic Business Plan capital cost estimates, Program Baselines, and Project Update Reports.
  • Develop Estimate Development Plans and Basis of Estimate reports.
  • Support the review of contractor estimates, bids, change proposals, and claims for accuracy, consistency, and compliance with program requirements.
  • Develop and maintain estimating procedures, tools, and methodologies to ensure standardization and continuous improvement across the program.
  • Participate in risk, value engineering, and constructability workshops to support cost validation and decision making.
  • Provide technical guidance and mentorship to cost estimating group.
