Requirements

  • Knowledge of basic math and geometry.
  • Knowledge of construction cost estimating software.
  • Knowledge of cost estimating for highway construction.
  • Knowledge of design pay items, specifications and historical bid unit cost data.
  • Skill in using engineering software, tools and equipment.
  • Skill in using Microsoft products such as Word, Excel and PowerPoint.
  • Skill in communication, including verbal, written and active listening.
  • Ability to apply engineering quantitative techniques to estimate construction cost.
  • Ability to use databases, spreadsheets, and word processing software.
  • Ability to communicate engineering and technical information.
  • Ability to establish and maintain effective internal and external working relationships.
  • Ability to plan, organize, prioritize and perform multiple work assignments.
  • Ability to understand, interpret and analyze design plans, specifications, construction cost data and contract documents.
  • Ability to follow written and verbal instructions.
  • Ability to acquire data for reports.
  • High school diploma or its equivalent and four years of relevant employment experience or; an Associate’s degree from an accredited college or university and two years of relevant experience or a Bachelor’s degree from an accredited college or university.

Responsibilities

  • Establish or update construction cost estimates on simple and/or routine projects in the Department’s Work Program utilizing the Long-Range Estimating (LRE) System or Design Quantities & Estimates (DQE) System.
  • Provide updated construction cost estimates on all projects in the Five-Year Work Program for the annual review.
  • Provide District Contract office with contract class breakouts for districtwide contracts.
  • Prepare post-bid evaluations on simple and/or routine projects for District projects identified on the contract bid review list.
  • Review cost estimates on joint project agreements with utility owners.
  • Provide construction cost estimating support for various offices in the District.
  • Perform cost comparisons for alternate methods of construction.
  • Prepare various reports and correspondence as required.
  • Provide current State and District construction cost information to various offices, county officials and private consultant firms, as needed.
  • Prepare authorization and official cost estimates on simple and/or routine projects utilizing the DQE System to establish pay item unit prices.
  • Assist with quality assurance reviews conducted periodically CO.
