About The Position

An experienced Oracle ERP/HCM Cloud Technical Manager with extensive expertise in supporting, optimizing, and enhancing Oracle ERP/HCM Cloud applications. This role involves resolving complex technical issues, configuring systems, managing business processes and workflows, and integrating with third-party tools to ensure peak performance across ERP and HCM modules. The Manager is key to maintaining a stable, efficient, and compliant ERP/HCM environment that underpins effective service delivery for County staff and citizens. Proficient in Oracle Fusion technologies such as FBDI, HDL, BIP, OTBI, ESS jobs, and system configuration, with a strong grasp of underlying data structures. Demonstrates hands-on experience with Oracle Integration Cloud (OIC), integration design patterns, and conducting root cause analysis for complex issues across integrations, workflows, and fast formulas. Adept at end-to-end solutioning and developing proof-of-concept (POC) solutions, with practical experience in configuring and implementing ERP and HCM modules. Possesses skills in customizing AI-driven agents and utilizing Oracle extensibility tools like Visual Builder Studio and HCM Design Studio to tailor user interfaces, business logic, and AI behavior to meet organizational needs. Brings strong business acumen and the ability to design and present technological solutions aligned with existing business processes and technology landscapes. Experienced in translating business requirements and designs into effective technical solutions. Well-versed in Service Delivery Lifecycle (SDLC) best practices, including automated code/configuration builds, deployment processes, code quality, and unit testing. Highly capable of researching, learning, troubleshooting, and supporting complex system enhancements, and able to design and develop end-to-end solutions, including building POCs when necessary. Support transactions and processes in Oracle Fusion SaaS across Procure-to-Pay, Fiscal, and Human Capital Management modules. Perform advanced system and process analysis to deliver recommendations and solutions. Leverage Oracle expertise, business insight, and customer service skills to collaborate with business leads and support teams in assisting end users County wide. Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Data Science, Public Administration, or related field (or equivalent experience); AND
  • 5 or more years of enterprise application architecture experience; AND
  • 3 or more years of hands-on experience with Oracle Fusion Cloud applications; Oracle Fusion Cloud and OCI architecture; OR
  • Or an equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies.

Responsibilities

  • Lead the configuration and deployment of Oracle Fusion Cloud AI features, including predictive analytics, intelligent automation, and generative AI capabilities.
  • Design, configure, and manage AI agents within Oracle Fusion Cloud to support use cases, such as financial anomaly detection and forecasting, intelligent procurement and supplier recommendations, workforce planning, talent insights, and case management assistance, and automated service requests and workflow optimization.
  • Define AI agent behavior, data inputs, guardrails, approval workflows, and escalation paths.
  • Ensure AI agents operate within approved business rules, data access policies, and ethical AI guidelines.
  • Architect secure integrations between Oracle Fusion Cloud and legacy, on-prem, and Oracle Cloud applications and third party systems.
  • Define data migration, conversion, and validation approaches, ensuring data quality, reporting accuracy, and system performance across environments.
  • Architect data flows and integrations required to support AI-driven functionality using Oracle Integration Cloud (OIC), APIs, and event-driven patterns.
  • Ensure data quality, lineage, and readiness for AI models and agents.
  • Collaborate with data, analytics, and security teams to support AI training, tuning, and performance monitoring.
  • Provide architectural leadership and oversight during Oracle Fusion Cloud implementations, enhancements, and quarterly feature releases and evaluate Oracle-delivered AI updates and recommend adoption strategies.
  • Design role-based security and access controls for AI-enabled features and agents.
  • Ensure AI implementations comply with public sector regulations, data privacy requirements, and audit standards.
  • Establish governance for AI transparency, explainability, monitoring, and human-in-the-loop controls.
  • Support internal and external audits related to AI usage, data handling, and system behavior.
  • Serve as a trusted advisor to agency leadership on AI adoption within Oracle Fusion Cloud. Lead architecture reviews boards, change control processes, and participate on governance updates, meetings, and approvals.
  • Provide architectural leadership and oversight during Oracle Fusion Cloud implementations, enhancements, and quarterly feature releases and evaluate Oracle-delivered AI updates and recommend adoption strategies.
  • Ensure AI configurations are documented, tested, and supportable across environments.
  • Review and approve functional designs, technical designs, configurations, and extensions.
  • Ensure customizations are minimized and managed to support long-term maintainability.
  • Lead proof‑of‑concepts and pilots for new AI features and implement them in production.
  • Develop architectural roadmaps aligned with agency modernization initiatives.
  • Promote standardization, reuse, and best practices across Oracle Fusion Cloud implementations.
