About The Position

DCEO’s Office of Equal Opportunity Monitoring and Compliance(“EOMC”) is looking for a Compliance Officer to lead and support the Equal Opportunity Compliance Program for the WIOA Work Net Centers statewide. In coordination with the Office’s Deputy Director, this position develops, organizes, and maintains a system for investigating and monitoring equal opportunity and ADA compliance.  This position will partner with the Office of Employment and Training to develop the Department’s Nondiscrimination Plan. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business, public administration, economics, statistics or a closely related field.
  • Requires three (3) years of progressively responsible administrative experience in a public or business organization with provisions of Workforce Innovation and Opportunity Act.
  • Requires three (3) years of professional experience in administering an Equal Opportunity program and American with Disabilities Act.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires appropriate, valid driver’s license.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Responsibilities

  • Conducts discrimination complaint investigations from WIOA recipients, applicants and employees, reported by the U.S. Civil Rights Center to the EO Manager.
  • Conducts on-site visits to Illinois workNet Centers:  reviews and monitors for EO and ADA compliance.
  • Develops and writes non-discrimination plan explaining the State’s compliance procedures and policies in regards to WIOA.
  • Monitors and evaluates information by reviewing statistical information and discrepancies for standard deviations in EO/ADA compliance.
  • Serves as a liaison and state EO/ADA Compliance Officer for WIOA to the federal government including the U.S. DOL and Civil Rights Center.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
