The Department of Child Support Services (DCSS) is looking for a passionate leader to join our team and serve as the Equal Employment Opportunity (EEO) Officer overseeing the department's Office of Civil Rights and Office of Impact. About DCSS: California DCSS is the state agency responsible for leading and managing California's child support program, which operates under Title IV-D of the federal Social Security Act. In partnership with the federal government and 47 local child support agencies, DCSS provides strategic direction, policy guidance, and operational support to ensure consistent, high-quality services statewide. While counties handle day-to-day interactions with families-such as establishing parentage, setting and enforcing support orders, and collecting payments-the state department plays a central role in aligning local efforts with federal requirements, driving innovation, and promoting accountability across the program. About this role: The EEO Officer has responsibility over all EEO nondiscrimination, accessibility, and equity-advancement policies. The position represents DCSS in highly visible and sensitive interactions with community and professional organizations, service and community leaders, state departments, and other stakeholders to address service disparities and impacts to the Child Support Program. The EEO Officer also oversees all EEO-related programs including the discrimination complaint process, sexual harassment prevention and training, annual workforce analysis, upward mobility, Limited Examination and Appointment Program, Disability Advisory Committee (DAC) oversight, and administration of the Reasonable Accommodation and Bilingual Services Programs.The position serves as a member of the department's Executive Team.   • Represents DCSS in highly visible and sensitive interactions with community and professional organizations, service and community leaders, state departments, and other stakeholders to address service disparities and impacts to the Child Support Program

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department's or agency's equal employment opportunity objectives; and a manager's role in the equal employment opportunity program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures, and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the department's or agency's equal employment opportunity objectives.
  • Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
  • Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
  • Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
  • Demonstrated strong leadership and management team experience with an ability to create a clear vision, set goals and expectations, encourage initiative and use sound judgment.
  • Demonstrated working knowledge of federal and state laws pertaining to Equal Employment Opportunity (EEO) programs and nondiscrimination policies.
  • Demonstrated experience administering EEO programs and activities including civil rights; EEO policy; Upward Mobility Program; Limited Examination and Appointment Program; Discriminiation, Sexual Harassment Prevention, and Workplace Violence Prevention trainings and Compliant Programs.
  • Demonstrated experience designing policy and programs that address diversity, equity, inclusion, and belonging.
  • Demonstrated experience in program development, implementation, oversight, monitoring, and/or evaluation.
  • Demonstrated ability to establish effective working relationships with Executive staff, a wide variety of departmental staff, control agencies, public and private agencies, and state and federal organizations.
