About The Position

Under the direction of the STD Epidemiology and Surveillance Group Manager, with minimal supervision and considerable latitude for the use of initiative and independent judgment, Epidemiologist III performs highly advanced senior-level research and epidemiological work requiring specialized knowledge of STD surveillance. The position serves in a team lead capacity leading, planning, and assigning work for the data analytics and Interstate Communications Control Records (ICCR) specialists. Additionally, this position designs and conducts advanced epidemiological research, evaluating populations and their risk factors for STD using data from the HIV/STD reporting systems and other large data sets in the Epidemiology and Surveillance Unit. Prepares and presents research findings on STD issues in reports, professional journals, national conferences, and state meetings. In collaboration with other team leads, this position proposes and initiates epidemiologic and program evaluation studies, including design, implementation, analysis and dissemination. The Epidemiologist III participates in the preparation of reports and data for legislative session as well as the response of legislative inquiries.

Requirements

  • Knowledge of major functions of public health.
  • Knowledge of statistical concepts, research methods, and their applications to public health surveillance and research.
  • Knowledge of sampling, survey methods and weighting.
  • Knowledge of the health status, socioeconomic and demographic measures used in public health.
  • Knowledge of population, socioeconomic and health outcomes data sources.
  • Knowledge of programming logic and scripting.
  • Knowledge of Human Subjects Protections and issues of confidentiality.
  • Skill in using Microsoft Office products especially Excel, and PowerPoint.
  • Skill in using Internet publishing/graphics presentation software.
  • Skill in using statistical software, especially SAS, and in writing syntax to perform analyses.
  • Skill in database management, especially relational database structures.
  • Skill in analyzing nested data. Skill in both verbal and written communications.
  • Skill in graphical presentation of data including charts, tables, and maps.
  • Skill in working with sensitive personal health information.
  • Ability to manage and query complex databases.
  • Ability to use population data for public health planning and evaluation.
  • Ability to conduct research projects and data collection efforts.
  • Ability to organize and prioritize work and meet deadlines.
  • Graduation from a four-year college or university with major course work in social science, computer science, statistical analysis, behavioral science, biostatistics, or related field. Master level degree in public health, epidemiology, biostatistics, social science, or statistical analysis preferred. Two years of full-time relevant experience may substitute for education on a year-for-year basis.
  • Two years of full-time experience in public health, disease epidemiology, data analysis, or program evaluation.
  • Experience in the programming in statistical software, experience with development and maintenance of databases strongly preferred.
  • Experience with disease surveillance and methods for evaluating surveillance systems.

Nice To Haves

  • Experience in developing factsheets, dashboards, or data visualization preferred.

Responsibilities

  • Utilizes advanced statistics and/or statistical packages, which can compare and contrast population's characteristics and their relationship to disease states or program outcome.
  • Prepares and presents speeches, technical reports, briefings and professional journal articles related to STDs.
  • Provides feedback to management regarding needs related to the budget, grants or contracts, staffing, and policies and procedures.
  • Plans, assigns, and/or supervises the work of others.
  • Serves as a resource epidemiologist for ongoing projects within the Unit and Section, working as a Team Leader on epidemiological investigations and evaluation studies.
  • Directs the preparation of and responds to complex requests for HIV/STD information, data and analyses as requested by the Group Manager, Unit Director or other Department staff, outside agencies, the public and the media.
  • Other duties as assigned include but are not limited to: actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location
