About The Position

We are hiring a full-time Engineer, Planning position based in our corporate office in Phoenix, AZ. The Planning Engineer plays a critical role in performing technical analysis to support the development of EPCOR Water USA's 10-year Capital Improvement Plan. This role involves infrastructure assessment, long-term planning, and close collaboration with multiple departments to ensure capital projects align with operational needs and future system demands. It requires a solid foundation in water and wastewater system design, hydraulics, and data analysis to inform strategic infrastructure decisions.

Requirements

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related field is required; a Master's degree in Civil Engineering is desirable.
  • Minimum of 5 years of experience in water and/or wastewater infrastructure projects, including project management, hydraulic modeling, or capital improvement planning.
  • Experience preparing technical reports, analyzing modeling results, and contributing to long-term capital plans.
  • Familiarity with hydraulic modeling concepts and tools used in water and wastewater system design.
  • Knowledge of water and sewer collection, treatment, and distribution systems.
  • Understanding of ADEQ and NMED rules and regulations related to utility operations.
  • Ability to manage multiple tasks, prioritize effectively, and meet deadlines.
  • Strong communication and collaboration skills with both technical and non-technical stakeholders.
  • Ability to perform calculations and technical analysis relevant to water and wastewater planning.
  • Proficiency with Microsoft Office Suite (Excel, Word, Outlook, Teams); experience with Power BI is a plus.
  • Professional Engineering license in Arizona or New Mexico is desirable; ADEQ Operator Certifications are also desirable.
  • Comfortable working in an office environment with up to 20% fieldwork, including in extreme temperatures.
  • Physical ability to perform standard office tasks and occasional field visits, including lifting up to 15 pounds.

Responsibilities

  • Performing technical analyses related to demand projections, infrastructure reliability, water quality, and operational optimization.
  • Conducting field-level testing and data gathering to validate hydraulic and system calculations.
  • Analyzing data from assets, SCADA systems, and customer usage to develop system trends and performance forecasts.
  • Completing system-wide Capital Planning Studies to inform the development of the long-term Capital Improvement Plan.
  • Developing and evaluating alternatives to meet system needs and regulatory requirements.
  • Preparing preliminary project scopes, schedules, and budget estimates.
  • Applying approved project prioritization methodologies to ensure alignment with capital planning objectives.
  • Collaborating with cross-functional teams to capture requirements and package them into executable project plans.
  • Supporting the integration of hydraulic modeling and GIS data into infrastructure planning processes.
