HUD – Environmental project management director Reviews complex Phase I Environmental Site Assessments (ESAs) with subject matter expertise of HUD scopes of work as well as ASTM E1527, underwriting/debt level for lending purposes. May also perform site visits and prepare ESAs reports for others to review. Works with HUD and HUD lenders to resolve issues related to the findings produced in the environmental reports, as well as to assist with supporting their solicitations for services. Subject matter expertise with reviewing and performing ESAs of most property types including gas stations, dry cleaners campus/regional, historic, high-rise office, retail, industrial, multifamily, manufacturing, etc. Subject matter expertise with recent HUD and FHFA radon requirements for multifamily testing.

Requirements

  • Bachelor's Degree in related field such as environmental science, geology, engineering, or equivalent combination of education and experience.
  • Minimum 10 years of performance of Phase I ESAs in accordance with HUD and/or ASTM E1527.
  • Ability to comprehend, analyze and interpret issues related to property condition and engineering and communicate with team members and clients on a collaborative basis.
  • Excellent written and verbal communication, interpersonal, consultative, and exceptional customer service skills and the ability to problem solve.
  • Ability to effectively respond to sensitive issues, complex inquiries or complaints from clients, co-workers, supervisor and/or management.
  • Ability to solve problems and deal with a variety of options in complex situations.
  • Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions.
  • Draws upon the analysis of others and makes recommendations to supervisors that have a direct impact on the company.
  • Advanced knowledge of computer software and hardware (i.e. Quire, Microsoft Office Suite Products).
  • Excellent time management and organizational skills.
  • The position requires simultaneously managing electronic deliverables for several ongoing assignments.
  • Ability to motivate and negotiate effectively with key employees and client groups to take desired action.
  • Decisions made with thorough understanding of procedures, company policies, and business practices to achieve general results and deadlines.
  • Responsible for adjusting work unit and/or project deadlines.

Nice To Haves

  • Preferred current Professional Engineer or Professional Geologist license or registration, CIH, CEM or one or more of the following state certifications ACM, Lead, Mold, Radon, preferred.
  • Preferred certification for US EPA AHERA and AARST NRPP.
  • Strongly preferable to be a Quire “Super-User”.

Responsibilities

  • Conducts final review of Phase I ESA Reports to HUD and ASTM, JLL and client protocols and accurately adheres to the scope of work on a timely basis and with high quality service.
  • Subject matter expertise with frequently encountered recognized environmental issues/conditions and remedies.
  • May occasionally conduct walk-through surveys to identify, to the extent feasible pursuant to the HUD and ASTM processes recognized environmental conditions in connection with the property and surrounding properties .
  • Interviews property owners, occupants, key site personnel and local government officials to obtain information concerning the past/historical and current use of the subject property and identifying potential environmental concerns.
  • Reviews historical information including municipal records, aerial photographs, topographic maps, fire insurance maps, city directories, etc, and interprets findings for the presence of environmental concerns.
  • Takes document photographs of representative of the property and surrounding property in support of the ESA report.
  • Reviews Federal, State and Municipal records and databases and interprets the presence of conditions that may adversely impact the subject property.
  • Will have direct supervisory responsibilities as the HUD environmental group expands.
  • Will mentor and coach more junior team members to further develop competencies.
  • Leads by example and models behaviors that are consistent with the company's values.
  • Prepares bids and proposals for clients on an as-needed basis.
  • Provides technical direction and guidance to junior level Environmental Site Assessors and junior Reviewers.
  • Develop business with clients, presents services, and supports revenue growth of the business.
  • Performs other duties as assigned.
