About The Position

WSP is hiring an Environmental Stormwater Planner with technical skills in municipal stormwater planning, environmental policy, and compliance services for our Herndon, Virginia office.  The ideal candidate will have experience with municipal and industrial stormwater or environmental programs and knowledge of Municipal Separate Storm Sewer System (MS4) permits, Total Maximum Daily Load (TMDL) planning, stormwater monitoring, and post-construction stormwater BMP inspections. Experience using ESRI GIS platforms to analyze, visualize, and report municipal stormwater data is a plus. Experiences in watershed planning, stream assessments, green infrastructure / low impact development, industrial facility stormwater permitting, and Stormwater Pollution Prevention Plan (SWPPP) development are also desirable.

Requirements

  • BS in Planning, Civil Engineering Environmental Policy, Environmental Science, or related field
  • 5 to 7 years of related knowledge and direct involvement in: urban hydrology and water quality principles stormwater outfall and stream monitoring for physical parameters, chemical parameters, and macroinvertebrates, including the operation of appropriate equipment stormwater monitoring plan development, assessment, and reporting  municipal stormwater quality management (i.e., MS4 permits, TMDLs, stormwater-related municipal operations, and watershed planning/management)
  • At a minimum, intermediate proficiency in ArcGIS software for data management, spatial analysis, creating maps, and providing insights for decision-making
  • Experience with technical writing of stormwater reports, plans, manuals, and/or standard operating procedures (SOPs) 
  • Experience with writing Health and Safety Plans
  • Experience managing/directing junior staff and contractors in stormwater outfall and stream monitoring

Nice To Haves

  • Experience with QA/QC of large datasets and GIS products 
  • Experience with ArcGIS Online feature services, web maps, web apps, Field Maps, and Survey123 
  • Experience in Python/Visual Basic programming

Responsibilities

  • Perform field investigations and GIS data processing to support stormwater program implementation, stormwater site assessments, and pollutant reduction plans
  • Some travel/field work is required to perform stormwater monitoring and to conduct site assessments, typically 10-20% of the time per year primarily in northern Virginia
  • Preparation of stormwater policies, manuals, checklists, studies, reports, assessments, public education/outreach materials, etc.
  • Provide technical support in the areas of municipal stormwater planning, MS4 permit program management and implementation, environmental and stormwater management research, field work, stormwater analysis, and stormwater monitoring
  • Development and implementation of stormwater program tracking, compliance, and data visualization tools
  • Evaluate stormwater programs and project costs
  • Attend client meetings and prepare meeting minutes
  • Coordinate with WSP project team members (and subcontractors when used)
  • Participate in local and regional water resources organizations, as appropriate, on behalf of WSP
