About The Position

Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for a Environmental Specialist in Richland, WA. This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD). Essential Functions and Job Responsibilities Provide environmental support for projects and facility upgrades at the 222-S Laboratory Complex. Support and promote the Navarro-ATL (HLMI) Environmental Program. Provide technical expertise and operational support in regulatory areas pertaining to RCRA, TSCA, CWA, CAA, or NEPA. Identify opportunities for proactive improvement through routine assessments and participate in issue resolution. Comply with Navarro-ATL policies and procedures. Ensure Environmental Program Principles are incorporated into 222-S Laboratory activities. Under minimal supervision, provide complex environmental support for laboratory projects and upgrades, programmatic activities, and field compliance. Participate in work planning, design reviews, and provide environmental expertise to support project execution. Support interactions with regulatory agencies to facilitate work progress, provide required notifications, and respond to inspections. Serve as National Environmental Policy Act (NEPA) lead, ensuring environmental impacts are analyzed and documented according to Department of Energy requirements. Participate in development of strategies for permitting. Provide environmental oversight and complete assessments of laboratory complex activities and subcontractor performance. Prepare and deliver presentations and develop technical documents or calculations on environmental topics. Provide regulatory analysis and implementation strategies as needed to support sustained 222-S laboratory compliance. Ensure projects and facility operations achieve environmental compliance and stewardship. Other duties as assigned.

Requirements

  • BA/BS Degree in related discipline and 5 years relevant experience or an equivalent combination of education and experience.

  • BA/BS Degree in related discipline and 8 years relevant experience or an equivalent combination of education and experience.
  • Working knowledge of air, water, and hazardous radiological waste environmental regulations, permit compliance, monitoring techniques and methodologies.
  • Knowledge/experience in working with government agencies, preferably with the US Department of Energy and the Washington State Departments of Ecology and Health, EPA, and NRC.
  • Experience recognizing and applying a diverse array of environmental regulations, including NEPA, to support facility upgrade projects.
