ENVIRONMENTAL SPECIALIST II FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES DIVISION OF AQUACULTURE OPEN COMPETITIVE OPPORTUNITY

Requirements

  • A bachelor's degree from an accredited college or university; or
  • Six (6) months of experience as an Environmental Specialist I or higher with the State of Florida; or
  • One (1) year of experience in environmental protection, regulation, or health; one of the physical or natural sciences; agriculture; or engineering.
  • Requires possession of a valid Class E Driver License.
  • Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.
  • Knowledge of data collection and analysis principles and procedures.
  • Ability to collect, evaluate, analyze and interpret scientific or technical data.
  • Ability to collect, evaluate and summarize information.
  • Ability to prepare compliance and/or technical reports
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.
  • Ability to understand and follow legislative policy direction as established in Florida Statutes
  • Ability to interact with the public, coworkers and other local, state or federal employees in a tactful, courteous and professional manner at all times
  • Ability to effectively work independently as well as cooperatively with coworkers.
  • Ability to plan, organize and coordinate personal work assignments and schedules
  • Ability to communicate clearly and effectively through all written and spoken means
  • Ability to establish and maintain effective working relationships with others.

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to compliance of certified facilities.

Responsibilities

  • Conducts compliance inspections at aquaculture facilities certified under 5L-3.004, F.A.C. to determined the compliance with best management practices. Audits compliance with all provisions of the certification program.
  • Reviews Aquaculture Certificate of Registration applications and assists applicants in the certification process by providing information regarding site selection and production plans relative to best management practices and other licenses or regulatory requirements. Serves as an advisor to the applicants in order for them to have a better understanding of the aquaculture certification process and best management practices required. Conducts initial site inspections and recommends issuance or denial of certificates.
  • Serves as an ombudsman to the aquaculture industry assisting with permitting difficulties and encouraging industry development and growth.
  • Works with aquaculture business development efforts as outlined in the State Aquaculture Plan.
  • Performs other related duties as assigned.
