About The Position

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. This is a first level intermediate environmental position in the Permitting Program responsible for permitting activities related to the ERP Program. Duties include, but are not limited to, the following:

Requirements

  • Knowledge of the terminology, principles and analytical techniques of the environmental or natural sciences.
  • Knowledge of data collection and analysis principles and procedures.
  • Ability to collect, evaluate, analyze and interpret scientific or technical reports and supporting documentation.
  • Ability to prepare technical reports.
  • Ability to use a personal computer and Microsoft Office Suite.
  • Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to work independently.
  • Ability to communicate effectively and professionally, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers and leadership.
  • Ability to interact with customers in a tactful and courteous manner.
  • Ability to cross-train into multiple regulatory programs.
  • Ability to identify solutions to problems and exhibit positive problem-solving techniques.
  • Ability to meet established performance standards as identified in the district performance standards document.
  • Ability to coordinate workload within a multi-functional team.
  • Skill in producing quality work with minimal oversight and minimal errors.
  • Perform other duties as assigned.
  • At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Maintain a valid Class E Driver License
  • Required to travel

  • Experience with process review and efficiency implementation through use of continuous improvement strategies.
  • Experience with ERP Program activities

Responsibilities

  • Reviews and evaluates ERP Program permit applications for conformance to state and federal rules and regulations.
  • Produces low to moderately complex permits and/or documents and requests for additional information, when required, that are consistent with prescribed rules and department guidance and procedures.
  • Performs site inspections, as necessary, in support of permit application reviews and evaluations.
  • Responsible for the accurate and timely entry of required data and system information into agency databases and Oculus.
  • Provides technical assistance to the compliance assurance program.
  • Provides regulatory assistance, such as outreach, permitting determinations and exemptions, to permittee and/or company representatives, other department programs, delegated local programs, and other interested parties.
  • Participates in training activities as required. Assists with training of entry-level staff as requested by supervisor.
  • Performs related work as required by supervisor.
