About The Position

This is an anticipated vacancy. This position is expected to be available on 05/01/2026. The primary purpose of the Environmental Specialist II (ESII) position is to evaluate, inspect, monitor and enforce the proper management of solid and hazardous waste from its generation to final disposition. This position independently evaluates industrial, commercial, governmental (cities, counties, municipalities, military bases), and uncontrolled sites that manage solid and hazardous waste against complex and technical regulations and permit standards established under G.S. 130A Article 9, codified at 15A NCAC 13. Compliance activities are performed statewide in scope in order to protect thousands of North Carolina citizens, employees and its natural resources. These rules and laws include technical specifications for waste stream management (those that have been found to be fatal to humans in low doses or significantly contributing to an increase in illness), training of employees, manifesting/bills of lading for waste transportation, contingency planning, record-keeping and reporting, minimizing the possibility of fire, explosion or release.

Requirements

  • Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.

Responsibilities

  • Conduct Compliance Inspections at Commercial TSDF’s, Mercury Switch locations, Complaint investigations, as other inspections and field work as needed.
  • Perform pre-inspection duties, research, and any other preparations measures required.
  • Document findings of inspections through completing inspection reports, enforcement actions and any other administrative actions as needed.
  • Provide technical assistance and assist in educational opportunities such as the HWS’s large quantity generator courses.
