The incumbent, an employee of the Florida Department of Health in Lake County works to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts. This a specialized and consultative professional position performing work independently within a participative management structure for a general Environmental Health Program. Filed work of highly technical nature is performed and accomplished independently with limited supervision by the immediate supervisor. Duties are as follow: Performs work in the OSTDS (Onsite Sewage Treatment and Disposal Systems) Program, relating to commercial and residential installations and repairs including onsite soil evaluations and site delineations to determine hydrological absorption rate, interpret data and recommend necessary engineering required to install or repair onsite sewage disposal system; also, onsite surveys of general and specific topographical features, elevations, proximity to public and private water supplies. The incumbent will ensure compliance with regulations and to make recommendations for the issuance or denial of permits. This position also assists Environmental Health Staff in difficult problems to achieve compliance with applicable statues and codes pertaining to public health. This position it to fulfill the OSTDS program needs. Physical inspection of septic installs, repairs, nuisances, etc. are required. Ability to comfortably conduct a professional inspection is required. This position is responsible for the Inspections Management System (IMS). Investigates citizen complaint on water, sewage and/or other environmental issues affecting community health/safety. Prepares preliminary enforcement actions for non-compliance by issuance of notice of violation (NOV). This position is directly responsible for all other related duties which may arise or be assigned to carry out the Environmental Health Program for the Lake County Health Department. Responsible for the maintenance of supplies, tools, equipment, vehicles, and materials needed to accomplish environmental health programs as noted. Assisting in other Health Department programs as needed is required. Emergency response availability is expected. Acquiring OSTDS certification is required. Directly responsible for all other related duties which may arise or be assigned to carry out the Environmental Health Program for the Lake County Health Department. Responsibilities include accountability, maintenance, availability of tools, equipment, vehicles and knowledge on how to use them. Other duties as assigned.
