About The Position

This is specialized professional environmental work performing & coordinating technical assignments, assuring compliance with state & local laws & codes by reviewing specifications, plans, or engineering reports, inspection facilities or performing other comparable field or office work. Duties require a thorough understanding of rules, laws, and techniques related to environmental health. This position works under the direction of an Environmental Supervisor II. Performs principle functions of the Mobile Home Park program with the primary duties of reviewing, permitting, and inspecting in accordance with Chapter 64E-15, F.A.C. Investigates related complaints and sanitary nuisances and initiates enforcement actions when necessary. Participates in conferences, meetings, trainings, and hearings concerning these programs. Responds to requests for assistance and information, and acts as the program liaison with the public, other agencies, other health departments’ staff, environmental and related professionals, and local governing bodies within the county. Assists the supervisor in assuring compliance with the technical and documentation standards for the program as set by law, policy, and rule. Performs principle functions of the Well Delegation program with the primary duties being permitting, inspecting, related fieldwork, and dealing with the public and the various well and building contractors. Initiates and monitors compliance and enforcement actions of the Well Delegation Program which may results from inspections or investigations. Responds to requests for assistance and information, and acts as the program liaison with the public, other agencies, other health departments' staff, environmental and related professionals, and local governing bodies within the county. Assists the supervisor in assuring compliance with the technical and documentation standards for the program as set law, policy, and rule. Initiates and follows through on enforcement issues. Performs principle functions of the Limited Use Water program with the duties of reviewing, permitting, inspecting and collecting bacteriological and chemical water samples for analysis in accordance with Chapter 64E-8, F.A.C. Investigates related complaints and sanitary nuisances and initiates enforcement actions when necessary. Participates in conferences, meetings, trainings, and hearings concerning public water systems. Responds to requests for assistance and information, and acts as the program liaison with the public, other agencies, other health departments' staff, environmental and related professionals, and local governing bodies within the county. Assists the supervisor in assuring compliance with the technical and documentation standards for the program as set law, policy, and rule. Performs principle functions of the Public Swimming Pool program with the primary duties of reviewing, permitting, and inspecting in accordance with Chapter 64E-9, F.A.C. Investigates related complaints and initiates enforcement action when necessary. Participates in conferences, meetings, trainings, and hearings concerning the pool program. Responds to requests for assistance and information, and acts as the program liaison with the public, other agencies, other health departments’ staff, environmental and related professionals, and local governing bodies within the county. Assists the supervisor in assuring compliance with the technical and documentation standards for the program as set by law, policy, and rule. Performs principle functions of the Onsite Sewage Treatment and Disposal System (OSTDS) program with the duties of reviewing, permitting, and inspecting the design, repair or modification of private and commercial onsite sewage treatment and disposal systems in accordance with Chapter 62-6, F.A.C. Duties also include reviewing, permitting, and inspecting Industrial Manufacturing Systems, Maintenance Entities, Septage Haulers, Pumper Trucks, and Septage Tank Manufacturers in accordance with Chapter 62-6, F.A.C. Conducts investigations of OSTDS sanitary nuisance complaints and determines proper response. Initiates enforcement actions, prepares evidence, and testifies on behalf of the department as required. Drives a state or county vehicle to inspection sites to complete required duties. Assists (acts as back up for) and conducts inspections as required in Residential Migrant Housing, Tanning Beds, Tattoo establishments, Biomedical Waste Generators and Transporters. Investigates sanitary nuisance complaints received from the public or referred by other agencies or governing bodies and as assigned by their supervisor. Assists (acts as back up for) the rabies program by investigating and tracking/monitoring exposures within the county in conjunction with epidemiology staff. Acts as backup to conduct monthly inspections of all fleet vehicles and is responsible for ensuring routine maintenance is completed on a consistent timely manner. Also, acts as backup to submit monthly fleet logs. Assist the Storage Tanks program alongside the program lead, providing professional environmental work performing and coordinating petroleum storage tank inspection and compliance programs in Highlands, Okeechobee, Hendry and Glades counties. Performs other related duties as required or requested by supervisor, including emergency preparedness and response.

Requirements

  • Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.

  • A valid Florida Driver's License or the ability to obtain one within 30 days of being hired
  • Florida Department of Health is required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • A Bachelor of Science Degree with 30 semester hours or 40 quarter hours in environmental health, environmental science, a physical or biological science, or public health
  • Able to kneel, bend, lift and carry up to 50 lbs
  • This position requires daily in-office or field work.
  • This position requires current authorization to work in the United States without employer sponsorship. The Department of Health is unable to provide employment visa sponsorship.
