About The Position

The Environmental Senior Manager supports federally funded housing and infrastructure recovery programs, including CDBG-DR and CDBG-MIT. This role leads all environmental review activities and ensures full compliance with HUD environmental requirements and NEPA (24 CFR Part 58). Responsibilities include overseeing all levels of environmental reviews, coordinating with state and federal agencies, and developing program-level tools, templates, and quality controls. This position requires up to 25% travel.

Requirements

  • Bachelor’s degree in Environmental Science, Urban Planning, Geography, required
  • Ten (10) or more years of experience conducting HUD environmental reviews under 24 CFR Part 58, required
  • Five (5) or more years of experience working across extensive geographic jurisdictions and coordinating with state agencies, required
  • Five (5) or more years of experience mentoring and training junior staff, required
  • Proficiency with Microsoft Office and document/file management systems, required
  • Deep knowledge of NEPA and related federal compliance laws, including Endangered Species Act, Historic Preservation (Section 106), Coastal Barrier Resources Act, and other applicable authorities
  • Working familiarity with CDBG-DR/CDBG-MIT environmental requirements, documentation expectations, and program timelines
  • Demonstrated experience coordinating with HUD, FEMA, and state environmental agencies
  • Strong technical writing, organization, and stakeholder communication skills
  • Ability to travel up to 25%

Responsibilities

  • Leads and manages environmental compliance activities across program areas, including single-family housing, rental programs, and infrastructure
  • Directs and oversees preparation of environmental reviews, including: Environmental Impact Statements (EIS) Environmental Assessments (EA) CEST (Categorically Excluded, Subject To § 58.5) CENST (Categorically Excluded, Not Subject To § 58.5) Exempt reviews (subject to 24 CFR Part 58.6)
  • Oversees Tier 1 (broad-level) and Tier 2 (site-specific) environmental reviews
  • Provides oversight for development of Environmental Review Records (ERRs) in alignment with HUD guidelines (24 CFR Part 58)
  • Coordinates and manages consultations/coordination with agencies as applicable, including SHPO, USFWS, FWC, EPA, FEMA, and other local/state/federal partners
  • Advises program, construction, and project delivery teams on site-specific constraints, consultation requirements, and mitigation measures
  • Ensures timely completion of environmental clearances to prevent delays to project obligation, awards, and construction
  • Develops and maintains SOPs, templates, and QA/QC checklists to support consistent, compliant environmental review execution
  • Serves as the environmental subject matter expert (SME) in internal and external meetings
  • Supports client training and capacity-building related to environmental compliance and documentation requirements
  • Tracks program-wide environmental review status; provides weekly status reports to leadership
  • Completes required annual training
  • Other duties as required
