About The Position

The DNREC - Compliance and Permitting Section regulates solid waste through the inspection of waste generators and permitting of waste management facilities. The section also develops programs to achieve sustainable waste management practices through waste reduction, re-use, and recycling. This position works within the Compliance and Permitting Section and is integral in assisting the section's solid-waste-management programs in the completion of program commitments. Examples of solid-waste facilities in Delaware are recycling and resource-recovery centers, industrial and municipal landfills, and composting operations. Responsibilities include conducting compliance inspections, documenting inspection findings, and preparing enforcement actions to address noncompliance. Responsibilities also include assisting in the implementation of waste-program commitments—for example, preparing reports and letters, addressing multiple program regulatory questions/issues via written letter or email, and evaluating applications and making recommendation for permit issuance/denial.

Requirements

  • Possession of a Bachelor's degree or higher in Life, Physical, or Applied Science or related field.
  • Knowledge of controlled sampling, monitoring and testing techniques.
  • Knowledge of analyzing and evaluating data.
  • Knowledge of technical report writing.
  • Knowledge of using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.

Responsibilities

  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements.
  • Observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
  • Performs statistical analysis of data.
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
  • Prepares permits, technical reports and/or enforcement case documents.
  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.
