About The Position

Under general supervision, at the full performance level, this position perform professional work in a specialty area in the acquisition, preservation, oversight and enhancement of the state's environmental/natural resources. Primary Duties Serve as the agency's on-site representative for mine sites with revoked permits and forfeited bonds. Oversee contractors performing: Structure removal Sealing of deep mine openings Earthmoving and backfilling Water quality restoration and treatment Revegetation and environmental restoration Ensure quality, safety, performance, and environmental contract compliance. Verify all work complies with relevant laws, regulations, reclamation plans, and agency policies. Exercise independent judgment and decision-making on-site. Maintain familiarity with: Reclamation procedures and standards Water quality restoration requirements Construction and reclamation equipment capabilities Apply practical knowledge to ensure efficient, safe, and cost-effective project execution. Use a partnership approach to contract management. Assess sites against original reclamation plans and prepare or arrange for necessary revisions. React promptly to unexpected site conditions and direct contractors accordingly. Prepare change orders for engineering approval when necessary. Conduct final inspections and certify completion of reclamation projects. Investigate complaints and prepare corresponding reports. Review and approve contractor invoices. Maintain daily work reports and perform site inspections. Secondary Duties Assist engineers with preparation of: Liability reports Reclamation plans Requests for Quotes (RFQs) Conduct site assessments and prepare requisitions and work directives. Evaluate sites to determine project scope and required work. Follow original reclamation plans and assist with development of detailed construction plans. Operate, monitor, and maintain water treatment systems at multiple sites as needed. Perform other related duties or special projects as assigned.

Requirements

  • Must live within 60 miles of Morgantown, WV.
  • Must possess a valid driver's license and be able to operate a 4-wheel drive vehicle in hazardous and inclement weather conditions.
  • May be required to handle hazardous and toxic chemicals.
  • Must complete required Hazardous Materials Handling safety training.
  • Must be physically capable of walking long distances over rugged terrain in adverse weather and carrying equipment for extended distances
  • Must take and pass a physical examination within the first six months of employment. Failure to pass the initial exam will result in termination of employment. Failure to pass annual follow-up exams may result in reassignment of duties.
  • Regular attendance is an essential part of this position.
  • Qualifying applicants will be required to complete an internet-based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter.
  • All new employees that are involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).
  • Training: Bachelor's degree from an accredited college or university.
  • OR
  • Substitution: Additional full-time or equivalent part-time paid professional experience as described below may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
  • AND
  • Experience: Two (2) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources, environmental protection or in an agency-specific area related to environmental impact.
  • OR
  • Substitution: Graduate coursework from an accredited college or university may be substituted for the required experience at the rate of fifteen (15) semester hours for every one (1) year of experience.
