Employee will be assigned to the Division of Water and Waste Management, Permitting Section, General Permits & Support team. At the entry level, will be responsible for performing technical work in a team environment in the preparation of draft WV/NPDES general permit registrations. The work requires application of compiled scientific principles, a working knowledge of the current Federal and State regulations and laws, as well as program planning techniques. Duties include: Employee will be responsible for working within a statewide program in the area of assignment. Some field work, including possible overnight travel is associated with this position. Field work may involve collection of data and samples for research projects, working with a variety of people including environmental enforcement, other governmental agency personnel, non-profits, local and county officials, contractors, wastewater operators and private citizens to provide technical assistance to help resolve various wastewater issues. Employee will also perform other duties as required which may include but are not limited to: assisting other team members in the processing of various other general permit registrations and answering inquiries from the general public and environmental enforcement inspectors regarding general permits.

Requirements

  • Must be eligible to operate a motor vehicle or provide other acceptable means of conducting business travel.
  • Must be able to work under direct supervision and set priorities to accomplish the goals of the general permit & support team.
  • Employee must have excellent written and verbal communication skills and the ability to successfully work and communicate with a broad spectrum of applicants, agency personnel and the public.
  • Must be comfortable speaking to large groups of various sizes, including large audiences.
  • Computer skills such as knowledge of word processing, use of databases and inputting and retrieval of various types of reports is necessary.
  • Position requires some travel.
  • Regular attendance is an essential part of this position.
  • Qualifying applicants will be required to complete an internet based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
  • Bachelor's degree from an accredited college or university.
  • Full-time or equivalent part-time paid technical or paraprofessional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.

Nice To Haves

  • Experience in the use of GIS software and the ability to read and interpret topographic maps is desired.
  • Preference may be shown to applicants that have had experience working on and with teams, understanding principles of providing excellent customer service (internal and external to the organization) and understand the principle and can practice conflict resolution.
