About The Position

The City of Monterey is seeking a full-time Environmental Regulations Analyst to join the Public Works Department. This role involves analyzing and evaluating environmental policies, regulations, and legislation to ensure compliance. The analyst will utilize computerized programs and databases, including GIS and GPS, to prepare, analyze, and track information related to various environmental permits and regulations. The position also includes conducting field inspections and interpreting civil infrastructure plans, with a focus on regulatory compliance and project management.

Requirements

  • Bachelor's degree in environmental science, natural resources management, civil engineering, or related field.
  • Three years of experience in environmental regulations, natural resources, or civil engineering.
  • Knowledge of environmental law and regulations, particularly related to water resources.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Strong report writing and technical writing skills.
  • Ability to conduct public speaking and presentations.
  • Experience with GIS and GPS technologies.

Nice To Haves

  • Master's degree in a related field.
  • Bilingual in Spanish.
  • Experience in residential construction and environmental compliance.

Responsibilities

  • Analyze and evaluate environmental policies, regulations, and legislation for compliance.
  • Utilize GIS and GPS for data preparation and analysis.
  • Conduct field inspections of industrial, commercial, and residential sites for compliance with environmental regulations.
  • Prepare and present written and oral reports on regulatory matters and recommendations.
  • Assist in the development and implementation of regulatory programs and policies.
  • Track compliance reports and follow up on non-compliance issues.
  • Coordinate activities related to environmental projects and programs.
  • Represent the City at local and regional meetings and public engagements.
  • Develop public education materials and conduct outreach on environmental programs.
