About The Position

Over 52 million passengers traveled through Phoenix Sky Harbor International Airport in 2024, one of the busiest airports in the country and in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually. The Aviation Department has a vacancy for an Environmental Quality Specialist position. This position will serve in the Aviation Department Planning & Environmental Division and ensure compliance with local, state, and federal environmental regulations for the operations conducted on department property. The Environmental Quality Specialist will interact with regulatory and compliance agencies and communicate requirements to staff and stakeholders. Responsibilities include: Implementing regulations. Reviewing estimates and reports for accuracy. Directing spill response activities and corrective actions. Managing scope, schedule, and budget for project and task work. Training staff and stakeholders on regulatory compliance and reporting. Interpreting rules and policies; and conducting compliance reviews. Preparing permit applications and maintaining permit records. Conducting field compliance inspections at construction and industrial sites. Overseeing professional service and contractor contracts and scope completion. Coordinating environmental, technical, and regulatory work with other City departments, regulatory agencies, and other entities. Conducting field environmental monitoring, site surveys and determining field conditions and corrective actions. Providing technical oversight of contractors and consultants conducting hazardous building materials survey, abatement, and oversight as well as pollution prevention and environmental due diligence.

Requirements

  • Two years of professional level experience in the field of ground or surface water, air, or soils management.
  • Bachelor's degree in hydrology, environmental engineering, geology, environmental science, hydrogeology, biology, chemistry, hazardous materials management, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Recognize environmental issues in the field, provide input to address the issues, and mitigate impact on City facilities.
  • Conduct inspections, assessments, and investigations at construction sites, monitor projects for compliance, report potential non-compliance, and work seamlessly with contractors, consultants, and department staff for excellent compliance.
  • Knowledge of pollution prevention.
  • Knowledge of the aviation industry.
  • Knowledge of due diligence process, i.e., Phase I, II, III, and ESAs.
  • Knowledge of EPA AHERA, OSHA Asbestos regulations and NESHAP regulations.
  • Knowledge of Clean Air Act, Clean Water Act, and Threatened and Endangered Species.
  • Strong skills in written and oral communication, including the ability to lead training sessions and present at public meetings.
  • Working knowledge of safety and environmental regulations related to construction and storm water management.
  • Proficient in Adobe Acrobat, Excel, PowerPoint, and Word.
  • Certificate in HazWOper and AHERA.

Nice To Haves

  • Experience with federal, state, and local regulations and enforcing compliance.
  • Experience working seamlessly with contractors, consultants, and department staff for compliance.
  • Experience writing and reviewing scopes of work, standard operating procedures, reviewing construction plans, reviewing, and writing technical reports, reviewing cost estimate and invoices.
  • HAZWOPER 40-hour training, preferred.
