About The Position

Chevron Phillips Chemical is seeking an Environmental, PSM, and Operational Excellence Superintendent to join our team at the Port Arthur facility located in Texas. This position reports directly to the Dual Site Port Arthur / Orange EHS&S Manager. This position will manage the Environmental, PSM, and OE programs for the Port Arthur site and is the supervisor for eight direct report employees.

Requirements

  • Bachelor's degree; related degree in engineering or environmental studies.
  • A minimum of 7+ years’ experience with a solid working knowledge in Texas Commission on Environmental Quality (TCEQ) and EPA air regulations.
  • Prior Leadership experience.
  • A strong knowledge of TCEQ Texas Commission on Environmental Quality (TCEQ) air regulations is required.
  • A strong knowledge of federal NSPS, NESHAP, NSR, MACT and Title V standards.
  • Ability to solve complex challenges associated with environmental requirements, considering both long-term and short-term impacts which may include consideration of competing priorities such as technical/engineering, economic, regulatory, legal, safety, community, and schedule, among others is preferred.
  • Knowledge of chemical process unit operations and wastewater management systems is preferred.

Nice To Haves

  • Knowledge of ethylene manufacturing processes and associated regulatory requirements.
  • 10-15 years of environmental regulatory experience.
  • 7-10 years of supervisory experience.

Responsibilities

  • Oversight of the PSM program and environmental permitting, regulatory requirements and internal standards for the Port Arthur site ethylene cracker, cyclohexane unit, boilers and dock facilities.
  • Oversight of the Operational Excellence program.
  • Communication of PSM and environmental items with all levels of personnel at the site (field personnel, technical personnel, Plant leadership).
  • Interface with regulatory agencies with respect to audits, investigations and other matters along with Corporate Environmental and Legal.
  • Provide expertise and consultation on PSM and environmental programs.
  • Track/report plant wide PSM environmental performance metrics; providing regulatory updates (new and revised), and training plant personnel.
  • Managing and developing direct reports.
  • Developing and maintaining group budget.
  • Participating in due diligence activities.
  • Working with adjacent refinery Environmental staff and with local groups on regulatory and advocacy issues.
