About The Position

Environmental Protection Specialist For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States. NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP). Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee. PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. Requirements

  • Minimum of 15 year(s) of experience in environmental site restoration OR BA/BS Degree in Environmental Science, Civil Engineering
  • Thorough technical knowledge of environmental laws, regulations, and standards and how they are applied by various Federal, state, and local authorities.
  • Knowledge of Clean Water Act, NEPA, Bird Treaty Act, Clean Water Act, Overall knowledge of cultural resources, NHPA, experience with CEs and EAs.
  • Experience required with Windows, MS Word, MS Excel, MS Teams, MS Outlook, MS SharePoint
  • Required Certifications: OSHA Hazwoper 40 Hour health and safety training
  • EPA Asbestos Certificates (able to acquire on job)

Responsibilities

  • Coordinates technical review of proposed actions by interdisciplinary team members (IDT) and has involvement on all draft project agreements.
  • Coordinates and prepares Environmental Assessments (EAs) for actions that require EA-level NEPA compliance.
  • Reviews Scopes of Work for inclusion of required mitigation measures.
  • Serves as a point of contact for project managers and contractors to assist in ensuring compliance requirements are met.
  • Ensures NEPA documentation is complete in PEPC.
  • Team member for all DS projects.
  • Serve as Subject Matter Expert and/or Interdisciplinary Team Member on remediation projects within the Southeast Region.
  • IDT Reviews include Natural Resources Compliance (Endangered Species Act, Migratory Bird Treaty Act, Clean Water Act, etc.) and Cultural Resources (Section 106, National Historic Preservation Act, etc.).
  • Coordinates and prepares Categorical Exclusion justification and documentation.
  • Prepares Decision Files for DS projects.
  • Assists in coordination and required consultations with state, tribal, and other federal entities.
  • Assists in NEPA contracts management.
  • Participates in biweekly project calls for DS projects.
  • Attends on-site meetings for DS projects as appropriate.
  • Reviews and updates project descriptions and uploaded files
