The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. DEQ is the lead stewardship agency for the protection of North Carolina's environmental resources, administering regulatory programs to protect air quality, water quality, and public health, and advancing an all-of-the-above energy strategy. DEQ offers technical assistance to businesses, farmers, local governments, and the public, and encourages responsible environmental behavior through education programs. This position is full-time (40 hours per week) with applicable State Benefits and supports the Grant Management Unit’s (GMU) fund disbursement process. It involves providing non-engineer level reviews of documents for projects funded by State Revolving Fund (SRF), State Reserve Program (SRP), ARPA, and other programs. The role evaluates technical documents such as contracts, change orders, technical plans, and disbursement requests submitted by fund recipients and engineering consultants to ensure compliance with unit standard operating procedures, as well as state and federal requirements. The Office of Continuous Improvement (OCI) enhances DEQ's performance by fostering compliance and efficiency across diverse projects, leveraging business processes, data analysis, compliance, and engineering expertise. OCI works to develop and strengthen processes and workflows that support DEQ's mandate to deliver federal funding effectively and equitably for infrastructure, energy, and resilience projects, helping teams solve challenges and providing data strategy, technical support, and policy expertise. The Division of Water Infrastructure (DWI) administers water, wastewater, and stormwater funding programs according to Federal and State laws, including the Water Infrastructure Fund and Community Development Block Grants. DWI supports the State Water Infrastructure Authority in awarding federal and state funding and assists eligible applicants in meeting infrastructure needs to protect public health and water resources. The Grants Management Unit administers specific process steps for funded projects, including issuing Funding Offers, reviewing and approving bids for construction projects by issuing Authority to Award letters, and conducting technical reviews for Claims (requests for funds). For Federal funds, the Unit also handles all required project level data reporting using federally provided reporting tools.
