About The Position

The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. DEQ is the lead stewardship agency for the protection of North Carolina's environmental resources, administering regulatory programs to protect air quality, water quality, and public health, and advancing an all-of-the-above energy strategy. DEQ offers technical assistance to businesses, farmers, local governments, and the public, and encourages responsible environmental behavior through education programs. This position is full-time (40 hours per week) with applicable State Benefits and supports the Grant Management Unit’s (GMU) fund disbursement process. It involves providing non-engineer level reviews of documents for projects funded by State Revolving Fund (SRF), State Reserve Program (SRP), ARPA, and other programs. The role evaluates technical documents such as contracts, change orders, technical plans, and disbursement requests submitted by fund recipients and engineering consultants to ensure compliance with unit standard operating procedures, as well as state and federal requirements. The Office of Continuous Improvement (OCI) enhances DEQ's performance by fostering compliance and efficiency across diverse projects, leveraging business processes, data analysis, compliance, and engineering expertise. OCI works to develop and strengthen processes and workflows that support DEQ's mandate to deliver federal funding effectively and equitably for infrastructure, energy, and resilience projects, helping teams solve challenges and providing data strategy, technical support, and policy expertise. The Division of Water Infrastructure (DWI) administers water, wastewater, and stormwater funding programs according to Federal and State laws, including the Water Infrastructure Fund and Community Development Block Grants. DWI supports the State Water Infrastructure Authority in awarding federal and state funding and assists eligible applicants in meeting infrastructure needs to protect public health and water resources. The Grants Management Unit administers specific process steps for funded projects, including issuing Funding Offers, reviewing and approving bids for construction projects by issuing Authority to Award letters, and conducting technical reviews for Claims (requests for funds). For Federal funds, the Unit also handles all required project level data reporting using federally provided reporting tools.

Requirements

  • Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
  • A valid Driver’s License is required.

Responsibilities

  • Provides non-engineer level reviews of documents for projects funded by State Revolving Fund (SRF), State Reserve Program (SRP), ARPA, etc.
  • Evaluates technical documents (e.g., contracts, change orders, technical plans, disbursement requests, etc.) submitted by fund recipients and engineering consultants ensuring all required steps of the funding and contracting process are met per the unit’s standard operating procedure, as well as state and federal requirements.
  • Performs data management related to grant and loan processing.
  • Provides technical consultation and outreach to a range of stakeholders including those currently funded and entities (e.g., LGUs).
  • Maintain internal tracking systems and maintain Federal reporting.
  • Attend onsite meetings to meet with stakeholders.
  • Administers three specific process steps for funded projects: issuing Funding Offers, review and approve bids for construction projects by issuing Authority to Award letters, and doing technical reviews for Claims (requests for funds).
  • Does all required project level data reporting using federally provided reporting tools for Federal funds.
