About The Position

Responsible for conducting and reviewing Environmental Site Assessments (ESAs) to assist the BIA in making real property acquisition decisions. This role is critical for identifying potential liabilities and remediation costs related to "Fee-to-Trust" transfers.

Requirements

  • Must meet specific education, training, and experience requirements set forth in 40 CFR 312.10(b) and 33 CFR 137.25.
  • Technical expertise in CERCLA, OPA, and All Appropriate Inquiries (AAI) standards.
  • Experience with the Indian Affairs Manual (59 IAM 5) regarding Pre-Acquisition Environmental Site Assessments.

Responsibilities

  • Conduct Phase I ESAs and Limited Environmental Due Diligence (LEDD) to ensure technical accuracy and comprehensiveness.
  • Apply the most current ASTM standards (e.g., E1527 for commercial and E2247 for forestland/rural property).
  • Collaborate with the Office of the Solicitor to evaluate CERCLA and Oil Pollution Act (OPA) liability defenses.
  • Provide BIA Regional Directors with recommendations regarding landowner liability protections and the suitability of land acquisitions.
