About The Position

Positions in this class are responsible for performing a variety of advanced professional assignments requiring the application of principles related to solid waste management, recycling systems, environmental education, public engagement, capital project communications, digital platforms, and regulatory compliance. Duties include responsibility for complex outreach initiatives; capital project public engagement; contract and consultant management; development and administration of regional digital tools; coordination of council-facing communications; ensuring compliance with ADA, WCAG 2.1 AA, and Title VI accessibility requirements; providing technical assistance to residents, businesses, schools, and regional partners; and supporting implementation of the Comprehensive Solid Waste Management Plan (CSWMP). This classification includes responsibility for managing high-profile regional programs such as the Regional Solid Waste & Recycling Tool and leading public outreach efforts for major capital planning initiatives, including the North County Recycling & Transfer Station Siting Study.

Requirements

• Four (4) year degree with major coursework in communications, education, public administration, marketing, environmental science, or related field.
• Five (5) years of experience working with the public in areas related to environmental impacts, community education, community organization, or public relations.
• Two (2) years of experience with project management, tracking metrics, budgets, contracts, and grant writing.
• Knowledge of: Solid waste regulations and planning requirements

Responsibilities

• North County Recycling & Transfer Station Siting Study – Outreach Lead
• Serve as the Outreach Team Lead for the North County Recycling & Transfer Station Siting Study, a high-profile capital planning initiative.
• Lead all public outreach and stakeholder engagement efforts associated with the siting study.
• Coordinate directly with the consultant team to develop and implement the public engagement strategy.
• Manage consultant deliverables related to outreach, public meetings, surveys, and engagement tools.
• Collaborate closely with the County Public Works Communications Team to ensure alignment with County messaging and branding.
• Develop public meeting materials, FAQs, fact sheets, presentations, and digital content.
• Facilitate or co-facilitate public meetings, workshops, and stakeholder briefings.
• Monitor and respond to public feedback and emerging issues.
• Prepare briefing materials and summaries for County leadership and Council.
• Ensure all engagement materials meet ADA accessibility and Title VI standards.
• Track outreach metrics and document public engagement outcomes.
• Regional Solid Waste & Recycling Tool – Contract & Program Management
• Serve as County lead for the Regional Solid Waste & Recycling Tool, a regional web and mobile platform serving residential and commercial customers.
• Administer and manage vendor contract including procurement, implementation, and maintenance.
• Coordinate integration with hauler routing systems and residential customer data.
• Ensure compliance with WCAG 2.1 AA accessibility standards and Title VI language requirements.
• Monitor and report dashboard analytics and performance metrics.
• Coordinate stakeholder engagement with Regional Partners and contracted haulers.
• Council & Executive Communications Leadership
• Lead preparation of outreach materials and presentations for County and City Council meetings.
• Develop staff reports, executive summaries, briefing materials, and presentation decks.
• Coordinate division messaging for capital projects, rate initiatives, and policy updates.
• Prepare leadership and elected officials with talking points and background materials.
• Public Information & Communications Liaison (Assigned Role)
• When designated, serve as the Division’s liaison to the Public Information Office:
• Conduct preliminary reviews of public-facing materials.
• Ensure alignment with County branding, messaging, and policy standards.
• Identify risks and elevate concerns appropriately.
• Maintain review records and accessibility tracking metrics.
• Serve as Division point of contact with the Public Information Officer.
• Final approval authority remains with the Solid Waste Education and Outreach Program Manager and the Public Information Officer.
• Web Authoring & Digital Content Support
• May serve as a designated Web Author for the Division.
• Publish and maintain web content in compliance with County standards.
• Provide training and backup support to other designated Web Authors.
• Support emergency or time-sensitive updates.
• ADA & Accessibility Compliance Oversight
• Ensure all outreach materials comply with ADA and WCAG 2.1 AA standards.
• Ensure all outreach materials comply with all County and department standards.
• Apply accessible formatting and document remediation practices.
• Coordinate with Communications and IT staff on compliance issues.
• Strategic Outreach & Project Leadership
• Develop and implement outreach strategies aligned with the Comprehensive Solid Waste Management Plan.
• Lead contamination reduction campaigns and regional education initiatives.
• Provide technical assistance to businesses, schools, and multifamily properties.
• Support grant development and budget monitoring.
• Research grant funding opportunities, prepare grant proposals, and administer grants.
• Review invoices and monitor budget expenditures within appropriations.
• Interpret applicable laws, codes, policies, and County standards to assure compliance.
• Perform other related duties as assigned.
