About The Position

The Environmental, Safety & Occupational Health (ESOH) Manager at EMCOR Government Services is responsible for leading and managing ESOH activities for a government client in the National Capital Region. This role involves ensuring compliance with environmental, safety, and occupational health regulations, developing safety training programs, and maintaining effective relationships with clients. The ESOH Manager plays a critical role in delivering a wide range of Base of Operations Services (BOS) and is expected to demonstrate strong leadership and problem-solving skills in a dynamic environment.

Requirements

  • Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.
  • Professional certification in Industrial Hygiene, Safety, or Environmental Engineering (e.g., CIH, CSP, PE).
  • Minimum of 10 years of experience in ESOH principles; at least 3 years managing a similar ESOH program.
  • Knowledge of ESOH guidelines (e.g., 29 CFR 1910, 29 CFR 1926) and experience in U.S. Government facilities.
  • Experience in developing, maintaining, and reporting ESOH metrics.
  • Knowledge of ARCHIBUS and MAXIMO CMMS is desired.
  • Strong leadership, management, supervisory, and communication skills.
  • Ability to lead in a diverse and dynamic environment under high-pressure situations.
  • Experience managing personnel, including subcontractor staff.
  • Experience working with labor unions and managing service employees under the Service Contract Act.
  • Technical knowledge of facilities maintenance and operations is desired.
  • Bachelor's degree in Environmental Science, Health, Safety, Engineering, or related field is desired.
  • Project Management Professional (PMP) certification or equivalent experience is desired.

  • Knowledge of ARCHIBUS and MAXIMO Computerized Maintenance Management System (CMMS).
  • Project Management Professional (PMP) certification or equivalent specialized experience.

Responsibilities

  • Manage all environmental, safety, and occupational health activities and compliance at all NCR locations.
  • Develop and maintain OSHA written management processes and record keeping requirements.
  • Conduct safety training and emergency response programs for employees.
  • Coordinate and provide guidance on safety meetings and associated issues.
  • Develop and conduct new Supervisor Orientation Program on safety policies and procedures.
  • Audit and monitor work areas for safety hazards and OSHA compliance.
  • Implement project-level environmental policies in accordance with State/EPA Laws and Regulations.
  • Administer contract activities related to permits and programs for compliance with regulations.
  • Recommend the purchase of safety equipment.
  • Assess and improve existing environmental health and safety programs.
  • Maintain effective relationships with clients to achieve business objectives.
  • Ensure compliance with regulatory bodies and environmental health and safety guidelines.
  • Document activities and analyze processes to improve contract performance.
  • Seek feedback from clients and assist auditors and inspectors.
